Description

The RISE project stems from FADVs extensive experience in the field of Juvenile Justice in Kenya, acquired through project implementation in partnership with the relevant Government Departments and a wide network of local public and private actors. The proposed action is part of a framework of major structural changes in the field of Education (reform of the education system), Protection (Care Reform) and the juvenile justice system (Restorative Justice, ADR). In this transition phase, undermined by the Covid 19 pandemic, inequalities and inefficiencies in the delivery of public services are worsening and continue to penalize the most marginalized groups, including children and youth in conflict with the law. Formal educational and vocational pathways that are weak and obsolete, inadequate infrastructure, restricted access to the job market, lack of awareness and services related to sexual and reproductive health represent persisting obstacles. These factors prevent the most vulnerable minors and youths (a target population of over 8’000) from breaking the cycle of poverty and vulnerability, exasperating the marginalization of girls and minors. The three-year project addresses the problems and needs emerging from the assessment. The General Objective is to guarantee fair access and equal opportunities for growth, education and socio-occupational inclusion to children and youth-- both vulnerable and in conflict with the law in Kenya. The Specific Objective is to activate and strengthen formal, inclusive educational services, personal and professional development and sexual and reproductive health pathways. The project prioritises on the role of local institutions, educative communities and the private sector. To achieve the mentioned goals, 3 integrated components are proposed. 1) Strengthening the structures and skills of local government institutions for the delivery of inclusive, participatory and state of the art educational services. An inter-ministerial working group is activated to study long-term solutions to integrate the necessary resources for quality education. The project focuses on training teachers from 19 schools on the methodologies of the new national competency-based curriculum, including content aimed at ensuring inclusive and multidimensional education (global citizenship, disability, gender, STEM lab). The strategic piloting of the reintegration component aims at reducing post-detention school dropout by promoting models of educative communities and family foster care services. 2) Children and youth have access to an integrated system of vocational training, mentorship and economic inclusion through public-private partnerships. A preliminary survey identifies post-Covid training needs and job opportunities and serves as the basis for the development of new technical and vocational curricula to be implemented in the 15 institutions equipped with TVET, along with computer equipment and laboratories. Students—with particular attention on girls—can benefit from scholarships and stipends to continue their pathway of reintegration into society, supported by a mentorship program aimed at working on their skills and nurturing their aspirations. 3) Sexual and reproductive health education and related services are available to children in institutions and their communities through an extensive training program for health professionals and the formation of peer groups in institutions.
