“The Community of the future: interventions of social-working inclusion for Shkodra orphans” wants to be part of the process of deinstitutionalization and decentralization started in Albania since the social law of 2005 and, more generally, of the Albanian national development strategy that emphasizes the investment on human development and social cohesion, with special attention on the protection of children and young people who live in disadvantaged situations. At the moment, in Albania, there are thousands of orphan children. They live in orphanages, dormitories or different relatives from biological family. In most of the cases, these three solutions are unsuitable to ensure adequate human development and suitable living conditions. In general, orphans have in common a situation of marginality that prevents them to grow up in comfortable and easing contexts, or to access job market and benefit an economic independence. In such context these people are invisible and they are likely to remain so for life. Poverty and neglect makes them a category extremely exposed to crime and exploitation. The actions provided by project have as a specific area of intervention the Municipality of Shkodra, in which recur the same problems identified at national level. The general objective is to promote the social inclusion of children and young orphans living in the area. This goal will be achieved through improving the skills of all operators working within the social services (public and private) in the city and through improvement of educational, financial and social autonomy of orphan residents in the municipality. Working in this direction, it is expected to realize some results that relate to, first, the creation of a certificated training path addressed to active social workers in the area in response to the lack of expertise of operators who deal with disadvantaged people, particularly minors and orphans. Second, the creation of an educational residential children’s home for at least eight orphans, so to create an environment where the children can develop their skills of organizational autonomy. Third, the improvement of the ability to live together in apartment groups, so to facilitate and increase their understanding of "living together". And last, the integration of at least 60 orphans in career paths, so they can enjoy the needed professional and financial autonomy.
During the first year the project was able to:
I. Conduct a study, together with the University of Shkoder and Bologna, on the needs of orphans in the Scutari region;
II. Organize training courses (language, computer, crafts) for young abandoned people in the region of Scutari;
III. Start the construction of a ‘casa famiglia’ in the city of Shkoder.
The project is implementing the activities of the second year, according to the Operational Plan.
