Description

The project aims to enhance the access of vulnerable women to the labor market in Pakistan, particularly in the Lahore district of Punjab province, through quality vocational training. In Pakistan, women's access to education, vocational training, and the labor market is inadequate. A lack of technical skills among youth and women, coupled with gender disparities in educational pathways, perpetuates stereotypes that limit women's career prospects. These issues are exacerbated by cultural, social, and educational barriers that prevent women from fully accessing the labor market and high-skilled sectors. The intervention promotes gender equality in access to training and employment, improving skills necessary for employment and ensuring equal participation. By enhancing training quality and promoting collaboration between the public and private sectors, the project aims to overcome gender barriers and ensure opportunities for qualified employment for women. Three components will be developed: a) improving training curricula and promoting processes that facilitate women's access to training and decent work; b) strengthening the capacity of a vocational training center to accommodate more women, providing higher quality training services; and c) enhancing the capacity of CSOs to increase their impact in promoting women's access to vocational training and decent work. Research will identify the obstacles women face in accessing education, vocational training, and employment and assess the potential of the technical and vocational education and training system to improve women's employment opportunities. In collaboration with the ILO, tripartite social dialogue will be promoted as a central pillar for the reform process of the TVET system, political advocacy, and institutional strengthening for the promotion of decent work and equal opportunities. Seminars and workshops will involve vocational training institutions, the private sector, trade unions, and civil society to create favorable conditions for women's access to training and the labor market. In at least four key professions, curricula will be updated through a technical exchange between the Italian and Pakistani TVET systems to ensure a high-quality training offer in line with international standards. The upgrade of the Pakistani training system will be accompanied by strengthening the technical and structural capacities of a local TVET institute to offer more training opportunities to women from vulnerable groups. Training spaces will be expanded, teachers' skills improved, and services for guidance and job placement developed. To enhance the impact of policies promoting labor rights and social rights of disadvantaged communities and reduce the stigma associated with women's social emancipation, a program to strengthen local CSOs will be conducted. Networking of CSOs and the formation of local committees will facilitate a campaign aimed at local communities and the general public, promoting decent work for vulnerable women. Finally, training activities for women and girls will be supported, offering internships and apprenticeship paths in local companies. The initiative is proposed by ISCOS in collaboration with various local entities and organizations, including CSOs (CLJ, Don Bosco Educational Society), a research entity (LRDI), a public body (TEVTA Punjab), a trade union (PWF), an employers' federation (EFP), a UN Agency (ILO Country Office of Pakistan), and an Italian association expert in vocational training (CNOSFAP Regione Piemonte). read more close
