Description
The project aims to contribute to the promotion of decent and inclusive work in Senegal (SDG 8 Target 8.5), particularly in the regions involved in the migratory route: Tambacounda, Kaolack, Thiès, and Dakar. Youth employment represents a significant challenge for the development and stability of the country, especially concerning migratory phenomena; half of the population is under 19 years old, as well as 47.2% of the people aged 25 to 35 are unemployed. The project targets young people (15-34 years old), with a special focus on those in vulnerable conditions such as migrants, potential migrants, returning migrants, and young people with disabilities. VIS action will be carried out by a broad consortium composed of the Italian CSOs Dokita and CooperMondo (in ATS with VIS), business entities, and several other local partners specialized in vocational training and job placement, such as the Salesians of Don Bosco. These entities, synergistically working with public actors on the ground (both at local and central level), will implement project activities based on specific expertise. The intervention strategy, developed together with potential beneficiaries, governmental stakeholders, and partners, and based on the needs analysis, focuses on three outcomes: improving the efficiency of the vocational training ecosystem (R1), strengthening job placement mechanisms (R2), and know-how transfer to public and private business development services to promote entrepreneurial ventures in the form of start-ups and cooperatives (R3). Relevance and adequacy will be the keywords for R1 actions: revising training curricula, updating the teaching staff, and adapting technical laboratories. Innovation and professionalization will characterize job placement actions by enhancing the capacities of employment services both at the VET centers and at the public level. The project promotes school-to-work pathways to facilitate company placements and, at the same time, strengthens and creates capacities for employment offices. A key aspect of this action will be the digitization and digital literacy programs for the beneficiary organizations, enabling them to collect, manage, and analyze their data effectively. Sustainability and ownership will guide the business development services strengthening to support the creation of cooperatives and the incubation of green start-ups. All planned actions aim to enhance local governance processes and the capacities of local actors in order for them to effectively continue the path taken, at the project's conclusion. The multitude of actors with whom the project interacts will be systematically and structurally involved in discussion tables organized by themes at the regional level. Transversally, the themes of labor (and school) inclusion of people with disabilities, promotion of decent work, and social integration of migrants and returning migrants are reflected in all expected outcomes through awareness-raising, lobbying, or specific interventions carried out by partners with expertise in the field. This ensures that the Senegalese labor market becomes an economically growing reality characterized by sustainability, inclusivity, and respect for human and labor rights
