Description
The SkillALB project is implemented in the Albanian regions of Tirana, Berat, Fier, Korça, Scutari and Lezha through a mixed partnership of public institutions, local CSOs and organizations representing business. The initiative aims to encourage long-lasting and inclusive economic growth, based on full and productive employment for young Albanians, who, thanks to the project, improve their employability in terms of professional, digital, entrepreneurial and life skills. Youth unemployment is 20.7% compared to 8.2% for the 30-64 age group. Furthermore, 57% of young people already employed are dissatisfied with current working conditions, particularly in the private sector. Faced with this situation, young people with better family conditions and greater individual abilities choose migration. In recent years there has been a migratory balance that has never been so negative since 2009: - 32,850 in 2021 and -32,500 in 2022. 50% of these are young people in the 18-34 age group, often with tertiary qualifications. This massive brain drain translates into a loss of 559 million euros in annual GDP. The most fragile young people, on the other hand, slip into inactivity: 25.2% of young people aged 15-29 fall into the NEET category, with a greater concentration among those who have completed secondary education (39.2%). The education system is therefore unable to guarantee the skills necessary for young people to be active in the society and economy of their communities. For this reason, the project intervenes to support the vocational education and training (VET) system which is more effective in the employment of young people, although it has for many years been underfunded and underestimated by families in the educational choices of their children. The initiative develops along three areas: § the strengthening of the VET system in its capacity for digital innovation, social inclusion and response to the real needs of the labor market through investments in equipment, training updates for teachers and the organization of skills competitions for the valorisation of VET. § the development of good practices for career orientation in the choice of secondary school and in the school-work transition, also through the provision of internship and self-employment grants. § the offer of training services and financial support for the start-up of innovative businesses led by young people, through training, incubation and networking courses, including with Italian and European entities. The project reaches around 4,800 young people aged 13 to 35 from 5 schools and 2 vocational training centres, of which 20% belong to vulnerable categories (e.g. Roma minority, people with disabilities, returning migrants, residents in isolated mountainous areas) or is at risk of dropping out of school. For them, the project provides specific actions that promote access, guided participation and transition towards the job market. Furthermore, the project intends to guarantee equal opportunities for girls through a gender mainstreaming approach. In particular, it guarantees investments to support training courses in which at least 50% of students are female and rewarding criteria in internship and business start-up scholarship programs; at the same time, it aims to overcome gender discrimination that limits girls' access to VET and the job market. The action is implemented in partnership with AKPA (National Employment and Training Agency), which guarantees sustainability to the activities developed within the project; with 3 local CSOs who have developed good practices in the fields of training, job placement and business start-up thanks to their many years of experience; finally, representing the entrepreneurial component of the Italian system, with the Albanian and Romagna delegations of Confindustria.
