Description
The 36-month “Releasing talent” project, in the province and the city of Maputo and in line with SDGs 4 and 8, was born from the experience of Progettomondo (PM) in the context of socio-economic (re)integration of detainees, combined by those of the Italian (CM, Enaip NET and UniMiB) and Mozambican (AMPMC and SERNAP) partners in the field of quality TVET delivery and the promotion of alternative job opportunities, also thanks to modern cooperativism practices. The intervention intends to offer a response to: i) limited training offer and job placement mechanisms, which contribute to the increased risk of recidivism for vulnerable groups such as young people, women and detainees; ii) insufficient preparation of the competent authorities, with outdated trainers and inadequate public personnel, which increases the barriers to accessing information on rights, opportunities and services for training and employment; iii) lack of development of the potential of the cooperative system and the inadequate involvement of the private sector for an inclusive job and social system. The intervention strategy is aimed at promoting inclusive, full and dignified employment and entrepreneurship (OG), based on the increase in TVET training opportunities, the acquisition of skills and the strengthening of the public-private network local, endorsing (self-)employment for young people and women prisoners and exprisoners (OS). The initiative is developed along 3 results, each of them aligned to a specific OECD-DAC sector: R1. (11330: Vocational training): Enhance access to quality TVET programs and increase the skills of prisoners and exprisoners, through the analysis and review of training course curricula, the infrastructure and equipment available in prisons. The work, managed and carried out by PM, SERNAP and Enaip NET, will be parallel and on two levels: the first, to measure the skills of detainees, including minors, and whether these are reflected in the labor market; the second, in close collaboration with trainersto ensure that, in cascade, quality skills are transmitted. R2. (16020: Job creation): Promote work opportunities for people in prison through public-private partnerships, and in-depth advocacy work with institutions so that strategies and methodologies are promoted, also with a gender-sensitive approach, of accompaniment and inclusion of vulnerable categories in the labor market. A substantial capacity buildign plan will be carried out by PM and Enaip NET, aimed at the main stakeholders, the private sector, officials and technicians of the relevant public authorities (SEJE and INEP), and will be the driving force for the strengthening of programs for full and dignified employment, and the creation of work tables. R3. (32130: Development of small and medium-sized enterprises - SMEs): Create paths and opportunities for social entrepreneurship for young people and women who are prisoners and ex-prisoners, strengthening the modern Mozambican cooperative system, working with new and existing realities in the area. CM and AMPCM will act on cohesion mechanisms, for a profitable and long-lasting collaboration of the public-private network in the fight against social exclusion on three levels: i) vertical bottom-up awareness raising and active involvement of the cooperative movement, cascade training aimed at starting social enterprises and the accompaniment of pilot cooperatives inside and outside prison aimed at trade and participatory development; ii) horizontal training, technical assistance, exchange of experiences with the Italian cooperative movement (Confcooperative Federsolidarietà); iii) inter-university research on inclusive practices with UniMiB and UEM.
