Description

The project "Tadrib and Khidme: Training, work and rights for young people and women in Chad" presented by ACRA with European partners JengaLab, Kilowatt, and EQ Monitoring, the local partner BAN, and the institutional counterpart ONAPE, aims to contribute to dignified employment development, particularly for youth, women, and vulnerable populations, and to sustainable economic growth in Chad. The intervention strategy was defined following a needs assessment conducted by the partners, in collaboration with ONAPE and the Directorate General for Orientation and Vocational Training of the Ministry of Higher Education, Scientific Research, and Vocational Training. The needs analysis highlighted barriers to accessing training and subsequent employment: i) The public and private vocational training system operates through inadequate centres and poorly trained staff, combined with the absence of a unified framework of diplomas, certifications, and attestations; ii) Lack of connection and coherence between labour market needs and vocational training programs (skill mismatch); iii) Disparities in access and continuity of attendance for vulnerable groups, particularly women; iv) The need to strengthen and model career guidance services; v) The need to consolidate the institutional and social ecosystem to promote dignified and safe forms of work, with a cross-cutting focus on gender issues and the involvement of enterprises. The target group has therefore been identified: the most vulnerable youth (including refugees, retournés, and returning migrants), with specific attention to female professional integration (in line with SDG 4.5) in the provinces of N'Djamena, Western Logone, and Moyen Chari. The project will work to complete the national curriculum definition process initiated by the Ministry, to offer trainings for teachers with specific attention to digital skills, and improve the availability of adequate teaching materials to provide quality courses for young beneficiaries. The training centres were selected with the Ministry, considering accessibility, already tested sectors, and the employability potential of the youth. In parallel, six Bureau Formation et Emploi (BFE) will be created, modelled in agreement with ONAPE, which will ensure national coordination. The BFEs will carry out employment orientation activities, thanks to the action of the partner BAN, supported and strengthened by Kilowatt's specific expertise. The micro-enterprises activated and strengthened by the project will have the opportunity to implement specific digital transition actions to enhance their business thanks to JengaLab's specific contribution. Finally, through community welfare actions, awareness-raising, advocacy, and social dialogue, the project intends to operate at a systemic level to support institutions and businesses in creating a favourable ecosystem for the promotion of formal, dignified, and safe work, and to promote women's access to employment, particularly with the contribution of the partner EQ, already active in Chad in collaboration with AFD. ACRA's established presence in Chad (uninterrupted since 1968), previous experience in the sector already in collaboration with the partner BAN, and the presence of the institutional counterpart ONAPE since the project proposal's conception phase are elements that will contribute to the initiative's sustainability. The activities in the training centres and the BFEs created will be taken over by the Ministry and ONAPE, continuing to operate beyond the project by offering new users training and career guidance paths. read more close
