Description
The WINGS project stems from the extensive experience of FADV and CISP in collaboration with government, local actors, and the private sector in Kenya to support vulnerable groups. The action focuses on government priorities such as updating educational methodologies in line with the Competency-Based Curriculum, supporting trainingto-work pathways, and transitioning towards a formal economy. Informality (83.6%) and unemployment (5.8%) continue to represent serious issues, indicating, on one hand, the inability of the state and the private sector to absorb the expanding workforce, and on the other hand, the scarcity of supply and the difficulty of access to vocational training, with a strong mismatch between the skills required by the market and those of job seekers. Young people, women, and people with disabilities are among the most disadvantaged categories. To address the problems and needs identified in the feasibility phase, the project responds with a three-year action focusing on two specific sectors: domestic work and companies support staff (cleaning, cooking), and ethical and sustainable fashion. These markets, characterized by high informality rates, young workers and women, low wages, and a lack of skills, nonetheless have great development potential. The General Objective of the initiative is to contribute to achieving SDGs 8, 4, 5 by working on school-to-work transition and access for vulnerable people to productive work in conditions of freedom, equality, security, and dignity (Decent Work ILO), mitigating discrimination, and the unconditional stratification of informal economies. The Specific Objective is to create, in 5 counties, solid technical, social, and emotional skills and employment and remuneration opportunities for the most vulnerable segments of the population in the domestic work, support staff , and ethical and sustainable fashion sectors, cooperating with institutions, vocational training centres and universities, and the Italian and Kenyan business worlds. The proposed actions are organized into 3 interconnected components: 1) Reducing the mismatch between the skills acquired in the formal education system and market needs through the implementation of inclusive Italian best practices such as PCTO, and investment in STEM disciplines, especially for female students. Job orientation is promoted through partnerships with the private sector and access to digital infrastructure. 2) Developing sustainable solutions to generate jobs in the domestic and support staff sectors for women (5% with disabilities), focusing on vocational training and creating partnerships for employment. The tripartite Technical Working Group is strengthened to update the national regulatory framework, and a Social Enterprise with a digital platform/App is created to match supply and demand. 3) Promoting employment development in the ethical fashion sector through specialized training programs and support for entrepreneurship for young people, women, and persons with disabilities. Access to resources, expertise, and opportunities is facilitated in collaboration with the private sector, including exchanges with Italy. The project is based on a solid partnership composed of public and private institutions and civil society actors with long experience in the target sectors. A multidimensional impact is expected. The planned actions create the conditions for skill development and labour market integration according to Decent Work standards, resulting in increased well-being for beneficiaries and their connected households (including minors).
