Description

The overall objective of this initiative is to create decent employment opportunities in the districts of Namtumbo and Songea in Tanzania. This entails reducing not only unemployment but also underemployment and informal sector employment, thereby alleviating working poverty that pushes the population below the poverty threshold. Ineffective employment and educational policies are responsible for unemployment and working poverty, as they fail to create conditions for job creation outside the informal sector, which employs 58.3% of the workforce. NEETs (Not in Education, Employment, or Training), women, and persons with disabilities, the primary targets of this project, are the most vulnerable to labor market exclusion. Their low participation in education makes them among the least qualified due to the lack of an inclusive and accessible system. Furthermore, in the target districts, there is an imbalance between the demand and supply of specific goods, constraining business expansion and hampering employment prospects. To address these needs, the proposal intends to establish dialogue among public institutions, training agencies, and the business community (A 1.1), enhance awareness and citizen mobilization (A 1.2, A 1.3) to promote coherent and effective development-oriented policies for fostering democratic participation to sustainable development policies (OCSE-DAC 15150) in the formal economy (Outcome 1), improving employment opportunities, and increasing income in the target districts (OS). It also aims to enhance opportunities for professional qualifications (OCSE-DAC 11330) for youth, women, and persons with disabilities by linking the training system with businesses (A 2.3), improving training approaches (A 2.1), and raising awareness of inclusion in the education sector (A 2.2) so that the identified priority targets can benefit from quality training (A 2.4) and paid internships that directly engage them with companies (A 2.5), thus ensuring equitable access to quality technical, vocational, and tertiary education (Outcome 2), which can produce an adequately skilled labor force and, consequently, promote employment development in the target districts (OS). Additionally, it aims to equip and start small businesses (A 3.1), introducing them into the formal economy (A 3.3) sustainably, also through the creation of a localized digital monitoring system (A 3.2), thereby enabling the attainment of higher standards of economic productivity through diversification, technological advancement, and innovation (Outcome 3), from which the entrepreneurial ecosystem will benefit (OSCE-DAC 32130), contributing to the creation of self-employment opportunities (OS). The partnership consists of recognized Tanzanian training institutions (Mahinya College and VETA of Songea) and local companies (Ngosha Dairy Farm), aiming to reduce the mismatch through the support of local NGOs (Rucodia, Shivyawata) and Italian NGOs (VET for Africa), profit actors belonging to the "Sistema Italia" (Progetto Natura), and Italian academic excellences (University of Bologna) that will provide mentoring and capacity-building for local entrepreneurial entities in the dairy sector.
