The project "NEMO HOUT - Strengthening fishing value chain in the coastal communities of Tunisia's Nabeul, Sfax, and Médenine Governorates" is part of Bleue Tunisie program, which aims to develop a sustainable and competitive blue economy by enhancing efficient coastal areas that respect marine heritage. This program falls under the bilateral Memorandum of Understanding for development cooperation 2021-2023 and aligns with the Tunisia 2035 strategy and the AICS guidelines for rural development and food security. With a total budget of €33 million, out of which €25 million as soft loans and €8 million in grants, the BleueTunisie program consists of two main initiatives. The first one, for a total of €27.5 million, refers to the project "Support for the Modernization of Fishing Ports and Professional Training in the Blue Economy in Tunisia" foresees the modernization of the ports of Sidi Daoued, El Kraten, Mahres, Skhira, and El Keft, as well as the rehabilitation of vocational and training centers in Sfax and Zarzis. The second initiative, the present one, with a budget of €5.5 million, aims to integrate the ports into the local socio-economic fabric, improve employment opportunities, support artisanal fishing, and strengthening local authorities’ capacities in controlling illegal fishing practices. Through an inclusive and integrated approach that strengthens all stages of the fisheries value chain, NEMO HOUT seeks to promote Tunisia's blue economy, paying particular attention to the working conditions of small-scale fishermen and commercial enterprises, as well as to the public and private services needed to ensure the availability of high-quality products for consumers. The goal of supporting the fisheries value chain is, therefore, to increase the value of fish products without increasing pressure on marine resources, reducing losses in the sector, and curbing illegal fishing practices.
