Description
According to national data, in Tanzania 9,3% of the population presents some form of disability, more than half are children. This part of the population has no access to adequate basic services which could improve their living condition, especially with regard to their health (SDG3) and education (SDG4). The need assessment shows that: 1. The number of children with disability is not dropping. The services to prevent childhood disability during antenatal and postnatal period are inadequate, ineffective, not accessible for mothers and young women. 2. There is no system of disability registration or certification for children aged between 0 and 4 years. The health facilities’ staff makes early diagnosis very rarely. Only 3,4% of children access to Community Rehabilitation Programme. 3. In Tanzania, more than 340.000 children with disability stay out of the scholastic system due to inaccessible school facilities and scholastic staff not trained adequately. The project ‘We care’ aims to activate a multisector programme to promote access to high-quality services (prevention, diagnosis, health, community based rehabilitation and socio-education inclusion) for children and youths with disability (0-15 years old) and their families in the following provinces: Iringa Rural, Mufindi and Kyololo (Iringa Region-Tanzania). In particular, the project uses the CBR (Community Based Rehabilitation) methodology. The lead applicant, L’Africa Chiama (AC), has a decade experience in the use of this methodology. CBR is not a treating method or a procedure. This strategy attempts to solve issues faced by children with disability activating a network of people that can be useful and can participate to the effort of a community which is trying to improve the quality of life of the child with disability. The CBR assumes that the community hast to be involved in the rehabilitation process directly. Only taking the responsibility of the issues that affect the children with disability, the community can completely understand their needs. With reference to this methodology and in accordance with local authorities, the lead applicant and the partners –AC, IBO ITALIA, CO.P.E, Shivyawata Tanzania Federation of Disabled People’s Organisations and Health Centre Nyololo (KCA)- have considered essential to take action in the following sectors: R1: Prevention and Health. The project aims to train health staff, strengthen health facilities involved, sensitize local community in preventing risk factors that influence the occurrence of functional limitation such as congenital malformation, rare disease, disease arisen during the pregnancy and so on. R2 Health and CBR. The project attempts to activate a referral programme and to focus on the care of children with disability thanks to: certification and register system of disability, training of health facility personal on early diagnosis and referral, activation of CBR programme - thanks to training and empowerment of children with disability’s families. R3 Inclusive Education. The project intents to promote the access of children with disability to a high-quality education through: specific trainings for teachers, the removal of architectural barriers and activities of inclusive sport. In addition, the project focuses on the importance of sensitize the community. This is fundamental to create a community that speaks out and asks for high-quality services for fragile people at risk of margination and by doing so, contribute to improve life condition of the society as a whole.
