Description
The project I-LEAD: Promoting Job Employment through Accessible Education and Digitalization aimed to achieve an equitable and inclusive governance, strengthening equity in access to Technical al Vocational Education Training (TVET), labour market opportunities and social inclusion of persons with disabilities, in Addis Ababa, Oromia and SNNPR. The intervention is carried out by VIS – legally recognized in Ethiopia where it has been operating for more than 20 years in vocational training and job placement sector – and by its partners: a) CBM Italia ONLUS e CBM - Christian Blind Mission International Ethiopia, engaged in the country for over 10 years on disability and Inclusive education; b) Cooperativa Sociale Download Albergo Etico: reference actor for accessible tourism reception services and a pioneer in persons with disabilities’ life and training projects in Italy; c) The local partners: ECDD - Ethiopian Center for Disability and Development (Ethiopian association that has worked for over 10 years in the field of disability) and Salesians of Don Bosco (partner of VIS from the nineties in Ethiopia, specialized in vocational training and employment of vulnerable young people). Despite more than 1.600 TVETs acting in Ethiopia, only 0,81% of 1 million students enrolled in TVET in a.a. 2019/2020 are persons with disabilities. Moreover, the lack of access to TVET has a significant impact on the dependency of persons with disabilities on their own families/households, fostering their inactivity in the labour force and stigmatization. Reduced access and use of social services are imputable to multiple reasons, including: low accessibility to educational facilities, insufficient technical, personal, and soft skills, low communitarian awareness on disability and insufficient knowledge about the existing normative framework. In April 2019, the Federal TVET Agency (i.e., the federal coordination unit of TVETs in Ethiopia), in partnership with the Ethiopian Centre for Disability Development (ECDD, local partner of the project) has published the Guidelines for the inclusion of people with disability in TVETs, alongside a multisectoral implementation plan on tout-court inclusion. Therefore, the project (3 years) fits into an existing institutional framework, offering innovative solutions to the identified strategic plans. To achieve equitable and inclusive sectoral good governance for education and job placement, the project aims to raise awareness and generate knowledge about disability, among both trade associations (regarding current opportunities) and training centres and enterprises. It also aims to organize training/job placement pilot activities to generate data, studies, and tangible experiences to elaborate and spread sectorial advocacy that will lead to a cultural and structural change of the Ethiopian society regarding the communitarian inclusion of persons with disabilities. The choice to focus the project action on TVET comes from a multidimensional analysis of inclusivity, built on the training-job axis as a social integration factor. Therefore, market-oriented training courses will be flanked by actions to raise/build communitarian awareness on disability and develop a culture of inclusivity.
