Description

The Initiative Comprehensive transformation of the Municipio of Habana del Este, a path for the inclusive and sustainable development of the territory, is the result of a year-long, interinstitutional process - led by the Centre for Local and Communitarian Development of the Cuban Ministry of Environment and participated by a number of local and national institutions - that aimed at supporting the City Council of Habana del Este in the identification of needs and in the design of a joint initiative for the improvement of capacities of the local government. The project is in line with the Cuban political programme of national development (especially with the recent administrative reform that transforms the role of Municipalities, increasing their responsibilities, reinforcing their autonomy, and reaffirming their centrality for local development) and is coherent with the priorities of intervention of the AICS office in La Habana, which especially tackle local economic development, environment and culture. The initiative, taking place in the Municipality of Habana del Este (Province of La Habana) for a duration of 36 months, will contribute to the comprehensive, inclusive and sustainable development of the Municipality, reinforcing the capacities of the local administration in the medium term (2020-2025), in the sectors of integral territorial planning, protection of the environment and sustainable management of natural and cultural heritage. The project will benefit directly public officers and functionaries, members of the Popular Councils, the resident population taking part in the processes of participatory governance and capacity-building. Indirect beneficiaries will include the overall resident population and tourists. Outputs of the project will be the enhanced capacity of the City Council to put in place an integrated, territorial planning, the reduced risk of environmental disasters and an improved adaptation to climate emergency through the rehabilitation of natural ecosystems, a reinforced cultural participation and harmonized relations between community and territory. Fundamental strategic components of the initiative are an articulated path of capacity-building for public officers, functionaries and citizens in the fields of good governance, citizens' rights, environmental education and socio-cultural participation, and a dense programme of enhancement of plants nurseries and of reforestation of shores and public parks. The executive responsibility of the initiative will be assigned to an organization of the civil society, based on the results of a call for tender that will unfold according to the terms of the Italian legislation. The tender will be composed of a single project, for a total amount of 1.000.000. The Cuban law requires the foreign CSO to share the executive responsibility with one of the Cuban institutions that are partner of the project, according to specifications detailed in the Terms of Reference that will be signed before the project kick-off.
