Description
This project intends to contribute to the enforcement of the Code of Childhood and Youth of Honduras and to the reform of the National System of Justice for Minors, through the promotion of a restorative approach both at the strategic level (policy reform) and operational level (reform and implementation of integrated models of attention). The project will support the implementation of Individual Attention Plans (PLATIN), which comprehend tools for the rehabilitation and reintegration of minors in conflict with the law (MICL). These plans have been provided by law but not been implemented yet. These will be operationalized with the use of indicators to assess risk factors, both static and dynamic, that explain criminal behavior. The project will use a methodological approach consistent with the most modern international standards and theories regarding the rehabilitation of minors in conflict with the law. The aim of this approach is to define the objectives of the educational and therapeutic plans in a more efficient way, and thus, reduce the indices of recidivism. Another object of experimentation will be the separation of young offenders in new categories (such as age, type of conviction, precautionary measure) differing from those currently adopted (separation by criminal group types). On the methodological level, the intervention promotes inter-institutional collaboration and the accountability of institutional actors. The strong capacity building and technical assistance components, aimed at strengthening local capacities, ensure an effective exit strategy of the intervention avoiding dangerous substitutions and dependencies. The networking dynamics promoted at the local, national and regional levels reinforce skills and generate mechanisms for collaboration that allow: (1) an adequate institutional rooting (2), to fill the gaps of the public system (3) to develop mechanisms of control and social audit on resource management and sector policies.
