“VOICE 2 YOUTH ALBANIA” - Vocational training to increase skills and youth employment in Albania is a project coordinated by Emmanuel Foundation- Ets that is being developed in Albania in Tirana and Vlora regions. It stems from the collaboration of a private partnership consisting of third sector entities based in Italy and Albania composed of: A.M.M.I- Multicultural Association of Intercultural Mediators, Codiasco- Coordination of Diasporas for International Cooperation, CTM-Cooperation in World Territories, Consortium Mestieri Puglia, Komuniteti Emanuel Shqiperi, Liburnetik and two public entities namely: AKPA- Agjensia Kombetare E Punesimit (National Agency National Employment and Skills Agency in Albania) and AKR - [National Youth Agency of Albania]. Given the high rate of NEET youth () , According to the on-the-ground experience of the two partner organizations liburnetik and komuniteti (the latter has a close collaboration with fondazione emmanuel since its inception through which the Italian ngo operates on the Albanian territory) there is a high rate of NEET youth confirmed by the national INSTAT data, in 2022, 25.2 percent of youth in this age group fell under NEET status, significantly exceeding the average for European Union countries of 11.7 percent; girls are more affected by the phenomenon, with 55 percent of NEET youth in Albania being female, in contrast to the remaining 45 percent being male. A need emerged for further consultation with Albania's public agencies AKPA and AKR to further explore the identified need. From data provided and meetings with contact persons, it was noted the high prevalence of NEETs directly related to the high youth unemployment rate, which stands at 20.72 percent in Albania, more than double the country's overall unemployment rate (10.9 percent in 2022). According to data provided by AKPA, in the districts of Tirana and Vlora the values recorded in 2023 are even higher, standing at 22 percent. This discrepancy highlights the significant challenges faced by a considerable number of young people in securing employment opportunities in line with their expectations. The specific goal is to promote universal access of young people residing in Tirana and Vlora provinces to the world of work through enhanced training provision and support in school-to-work Allegato 2_Modello Documento Unico di Progetto_DUP_Bando Promossi 2023 9 transition. “VOICE 2 YOUTH ALBANIA” intends to bring about change through increasing the access of young people residing in the provinces of Tirana and Vlora, especially those from socially disadvantaged backgrounds, to a) quality vocational training that is able to provide the skills needed to meet the demands of the modern labor market and b) to job opportunities in the local context. The initiative aims to achieve this through the creation of vocational training pathways identified on the basis of the sectoral priorities identified by the National Agency for Employment and Skills that aim to integrate beneficiaries into the world of work and contribute to the creation of stable and decent employment. The project, thanks to the presence of a partnership with specific experience (Consortium Mestieri Puglia) also intends to activate internships and work scholarships to be carried out in Italy with the involvement of Italian companies as an integral part of the professionalizing training paths to increase the skills of young people as well as create connections between Italian companies and the Albanian economic context.
