E.S.P.R.I.T. - Exchanges between Networked Public Services for Work Inclusion in Senegal aims to improve the governance of local administrations in the coordination of active labour policies and to create an ecosystem of organic, efficient, competent and quality local services, helping to guarantee young people and women from the Departments of Louga and Thiès in Senegal greater employment, more equal, gender sensitive and inclusive access to the work market and dignified work (SDGs 5,8,10,16). The project, involving 2 consolidated territorial partnerships, CSOs and expert subjects, is aimed at officials and operational staff of local employment services (main target group) and provides participatory and coplanning methodologies, in a logic of co-responsibility and territorialization of the sustainable local development. We will intervene on the following critical issues and needs identified: 1) Weakness of governance due to: limited and generic skills of local public personnel in terms of active labour policies and employment services; insufficient coordination capacity, low level of communication and limited intra- and inter-institutional multi level dialogue, causing a significant dispersion of resources, duplication and/or overlapping of roles. 2) Absence of structured employment and employment policies with a systemic and long-term vision, based on market studies, information and data that are well organised and available at a local level, shared and coherent among the different institutional levels. 3) Excessive fragmentation of the employment services offer, which makes the information, orientation and support system aimed at young people and women on training and work opportunities dissonant and weak, and with difficulty in reaching peripheral and peri-urban areas. The initiative will develop across 3 areas of intervention: 1) Strengthening the governance system of the Municipalities of Louga and Thiès, improving the planning and management capabilities of basic employment services, through an innovative institutional capacity building process for the development of the officials/operators’ skills and management and a process of institutional diagnosis, accompaniment and support. These activities will facilitate the participation and contribution of the Municipalities involved in the multi-level and multi-actor dialogue and in the identification of adequate policies, strategies and tools. 2) Structuring of a more communicative and efficient ecosystem of territorial services for employment in the Departments of Louga and Thiès, capable of connecting various stakeholders and co-building policies relevant to the decentralised needs of the territory, through a process of dialogue and coordination between bodies, municipal, departmental and regional services and local actors. To structure a systemic and long-term vision of active labour policies, we will work to optimise and harmonise resources and interventions of local public structures in the field of employment and entrepreneurship; expand the institutional process of coconstruction of tools and devices at departmental level; systematise governance and communication between different administrative levels; 3) Structuring and strengthening of municipal available employment services in Louga and Thiès Ouest to increase their effectiveness and make them more local and widespread, and to overcome excessive fragmentation and inconsistency. Tools and devices will be identified and improved to guarantee a plurality of usable and agile services, to facilitate professional orientation and access to the world of work and to promote greater youth and female protagonism and participation. We will operate through the digitalisation of employment service centres, the professional updating of operators and the provision and testing of innovative services.
