Description

“RESeed” project was born out of the need to address the challenges identified by the Interim Regional Administration of Tigray (IRAT) in discussions with the Abruzzo Region and other partners. IRAT has committed to the Ethiopian federal government to demobilize 52,000 Tigrayan army personnel. As a result, there is a need for post-war reconversion to be achieved through a skills retraining and vocational training project in the agricultural sector, as approximately 80% of the Tigrayan army is made up of people from rural areas. Interventions will focus on the Raya Valley watershed, a strategic area for rehabilitating the regional economy. During the needs assessment phase, the following were identified: (i) the need to strengthen the capacities of institutions, and in particular the IRAT Bureau of Agriculture (BoARD), in the transmission of specific skills to farmers; (ii) low productivity due to the low level of skills in the field; (ii) low soil yields due to the lack of appropriate agricultural inputs. The project aims to increase agricultural production and boost employment and income, with a view to the broader objective of contributing to the post-conflict reconstruction of the region’s economic and social system. The intervention strategies therefore mainly respond to SDG 8 targets defined by the 2030 Agenda for Sustainable Development and are embodied in activities that have the specific purpose of requalifying the agricultural sector by achieving two results: (i) strengthening the capacities of local institutions involved in agricultural assistance, training and job support activities, linked to DAC-OECD Purpose codes 31181 and 31110, and (ii) increasing eco-compatible fruit and vegetable, nursery and poultry production and agricultural value added, linked to DAC-OECD Purpose code 31120. In order to achieve the expected results, institutional building activities have been planned to provide organizational and managerial support to IRAT and the identified research institutes (including the Tigray Agricultural Research Institute - TARI, partner of the Initiative): these activities also allow for the strengthening of territorial partnership between the two regions involved. In addition, training modules have been planned for BoARD and TARI technicians who will, in turn, train agricultural extension workers; these will then train farmers in the fruit and vegetable, nursery, mushroom and poultry sectors. The chosen methodology is the “Training of Trainers – ToT”, as the subsidiary structure of the training activities, which will also involve the use of a demonstration field, allows for more effective transmission of knowledge and the establishment of a virtuous circle for feedback exchange. Finally, it is intended to support the associationism of young ex-combatants in four micro-agricultural enterprises by providing the materials and equipment necessary for an efficient irrigation system and providing training modules on entrepreneurship support. Finally, the provision of “made in Italy” agricultural inputs and the use of good practices, as well as appropriate and eco-sustainable technologies, will contribute to increase agricultural production. The impact of “RESeed” can be measured on several levels. Over 12,000 direct beneficiaries (including vulnerable groups, ex-combatants and young people, of whom about 60% are women) will be involved in project activities. Increased production, together with the strengthening of agricultural enterprises, will lead to boosted spending power for target groups and improved living conditions for the entire rural community. At the institutional level, by the end of the Initiative, IRAT will have increased its outreach capacity among farmers and will have acquired the skills to manage the project legacy in a sustainable manner. read more close
