Description
The "AQVA NOSTRA" project stems from the concept of water as a universal good, fully reflected in the excellence standards of the Municipality of Milan. Thanks to the expertise of partners MM and ARPA Lombardia, the project boasts a cutting-edge management of the integrated water system and environmental monitoring. In a context of full cooperation, initiated in 2018, and mutual esteem between the cities of Milan and Vlora, the project aims to ensure the sustainable management of water and sanitation in the Vlora municipal area, in partnership with the Municipality of Vlora and technical partners UKV, the Chamber of Commerce and Industry of the Vlora Region and CELIM, CSO with 20 years' experience in cooperation projects for the protection of the environment and natural resources in Albania. The Initiative promotes an approach aligned with SDG 6, targets 6.a and 6.b, and, referring to the main OSCE/DAC policy objectives, aligns with aid to environment and good governance. Needs analysis has identified the following main issues in the municipal area of Vlore: 1. Inefficiency of the wastewater treatment system and control of illegal discharges along the coast of Vlora Bay and in the lagoon of the Vjosa-Narta Protected Landscape. 2. Lack of access to the water network in most rural areas around Vlore or insufficient daily supply of running water. 3. Absence of collaboration mechanisms between public institutions, civil society, and businesses for the sustainable management of water resources and wastewater. The project methodology addresses these needs through three outcomes: 1. The wastewater treatment and illegal discharge control system in urban, peri-urban, and rural areas of the Municipality of Vlore are modernized and made efficient (R1). 2. The water distribution system of the Municipality of Vlore is extended to the rural area of Zvernec, digitized, and made more efficient (R2). 3. Cooperation between public institutions, businesses, and the population for sustainable water resources management and reduction of pollution factors in water basins is strengthened (R3). The project aims to improve institutional and governance capacities of te Municipality of Vlore, in continuity with the City to City Cooperation programme between Milan and Vlora, by guaranteeing 100% of the citizens proper wastewater treatment (from 80,000 to 160,000), improving the extension of the distribution network by 15 km (17,456 inhabitants with stable access to running water), and increasing the areas subject to environmental controls by more than 395 km2. The initiative also aims at the implementation of standards for wastewater treatment and management and the distribution of running water, with strategies and action plans based on Integrated Water Resources Management. The Initiative will have an impact on approximately 172,416 direct beneficiaries, including the citizens of urban, peri-urban and rural areas of the Municipality of Vlore, 21 public officers, 57 private enterprises and 14 representatives of Civil Society Organisations and Local Action Groups.
