Description

The initiative starts from the reflection on the fact that cities play a key role in the worsening of the current climate situation and from the assumption that the increase of a country's resilience and adaptive capacity to climaterelated risks (General Objective OSS 13, Target: 13.1) can only take place if institutions and the population recognise, take responsibility (SO1) and commit to implementing measures (SO2) for the response to the climate crisis (Specific Objective OSS 11, Target: 11.b). The overall objective of this initiative is to strengthen the resilience and climate adaptation capacities of the cities, through the inclusion of environmental issues in the agenda of the Mozambican municipalities of Pemba, Ibo and Beira (OSS 13 Target 13.2); locations in which AVSI and the consortium members have a consolidated presence, and which are among the most prone to environmental disasters caused by climate change. The achievement of this objective is linked to the realisation of two intermediate results: firstly, the elaboration and adoption of climate crisis response plans developed starting from the specific context of the three supported municipalities (Result 1, OSS 13.1.3 - OECD-DAC sector 43030), which must be developed and shared through a participatory and inclusive process on multiple levels (institutions, central and provincial, communities and vulnerable groups), based on technical and practical criteria (evidence based) and proven, high quality and institutionally recognised participatory studies and analyses. Secondly, through the implementation of pilot mitigation activities or measures for risk and disaster reduction (Result 2, OSS 11.b - OECDDAC sector 41010) mainly oriented towards increased awareness of the climate crisis (OSS 13.3), coastal and degraded land protection (OSS 15, Target 15.30), waste management (OSS 11, Target 11.6) and water resource management (OSS 6, Target 6.3 water quality) that can be implemented directly by all actors involved on different levels (R2). Finally, the multi-city approach on different provinces will favour the possibility of exchanging experiences among the leading cities and will allow the initiative to take on a national value, where a virtuous action developed over several municipalities has greater potential to positively influence other realities. The initiative intends to reach 49,174 direct beneficiaries and approximately 1,698,075 indirect beneficiaries (2030), with a total planned expenditure of 2.106.000,00 EUR. read more close

SDGs

  • 11.3 - By 2030, enhance inclusive and sustainable urbanization and capacity for participatory, integrated and sustainable human settlement planning and management in all countries
  • 11.6 - By 2030, reduce the adverse per capita environmental impact of cities, including by paying special attention to air quality and municipal and other waste management
  • 11.b - By 2020, substantially increase the number of cities and human settlements adopting and implementing integrated policies and plans towards inclusion, resource efficiency, mitigation and adaptation to climate change, resilience to disasters, and develop and implement, in line with the Sendai Framework for Disaster Risk Reduction 2015–2030, holistic disaster risk management at all levels
  • 13.1 - Strengthen resilience and adaptive capacity to climate-related hazards and natural disasters in all countries
  • 13.2 - Integrate climate change measures into national policies, strategies and planning
  • 13.3 - Improve education, awareness-raising and human and institutional capacity on climate change mitigation, adaptation, impact reduction and early warning
  • 15.3 - By 2030, combat desertification, restore degraded land and soil, including land affected by desertification, drought and floods, and strive to achieve a land degradation-neutral world
  • 6.3 - By 2030, improve water quality by reducing pollution, eliminating dumping and minimizing release of hazardous chemicals and materials, halving the proportion of untreated wastewater and substantially increasing recycling and safe reuse globally
