Description
The TILILA project builds on longstanding project’s partners collaboration, who have already worked together to support the Moroccan economy, here bringing together the knowledge of the context, the networks built and the specific areas of specialisation of each organisation. Oxfam and Enactus's commitment to technical and financial support for businesses and start-ups, Oxfam's advocacy on the economic role of women and decent work, FLDF's focus on women's empowerment, Jengalab's conception of technological and digital solutions for sustainable development, and Codiasco's connection with the Moroccan diaspora. The project, thanks to its complementary and cross-cutting expertise in the field of socio-economic development, aims to support the economic recovery of the Marrakech-Safi region, which was severely affected by the earthquake of 8 September 2023. The provinces of Al Haouz and Chichaoua, which alone count 75 of the 98 affected municipalities in the region, have always been among the most economically disadvantaged in Morocco, showing poverty rates of 5.5% and 7.1% respectively, higher than the regional rate of 4.6% and Morocco's national rate of 4.8% (HCP -2014). The area's economy is mainly based on agriculture and livestock farming, tourism, processing industry and handicrafts. Agriculture represents the key sector of the regional economy. In terms of employment, these provinces show high unemployment rates. In 2022, the region recorded unemployment rates of 48.2% in rural areas and 41.4% in urban areas. The earthquake caused massive destruction and significant human and material losses. Young people, women and people with disabilities are the population groups most affected. TILILA, which will run for 36 months, has the overall objective of contributing to the creation of decent, innovative, inclusive and sustainable employment opportunities in the most vulnerable areas of Morocco, in accordance with SDG 8. This impact is expected to be achieved by strengthening the social economy actors as a lever for economic recovery and employment development in the areas affected by the Al Haouz earthquake in Morocco (specific objective), through a logic structured around three axes (labour supply, labour demand and ecosystem), which coincide with the three expected results, as follows: - Supply/Result - R1: starting from an analysis of the skills required by the market, this result will focus on aligning the skills of young people seeking decent work with the needs of the local market through on-the-job training for 100 young people and young adults and by assuring that they accompanied by qualified mentors; - Demand/R2: in parallel, the project will focus on strengthening the demand side, by supporting and enhancing the technical and financial capacities of 50 social enterprises and 10 start up in the region to offer job prospects to young people, women and vulnerable groups, also testing a blended finance mechanism with the support of the Moroccan diaspora in Italy. - Ecosystem/R3: building on the strong complementarity with the previous axes, the project will include awareness-raising and advocacy initiatives to promote changes in decent and inclusive work with the support of institutions (ANAPEC, government development agencies such as ADS, ODCO and Entraide National). The realisation of these results will not only affect the 5.090 direct beneficiaries of the initiative, but will also contribute to the reduction of the unemployment rate and the number of young and vulnerable people excluded from both education and employment (NEETs) and combat the phenomenon of informal work characterised by precariousness and inequality.
