Description
EmPoWeReD II aims to expand the initial EmPoWeReD project (AID 12590) to 14 new regions in Tanzania and Zanzibar. This phase focuses on extending vocational training, promoting workers' rights and introducing new activities to prevent child trafficking and child labor in the domestic sector, while supporting safe migration. The project will be extended to regions with VETA centers to provide vocational training to domestic workers and will collaborate with CHODAWU to strengthen workers' rights and combat trafficking. The initiative aims to transform paid domestic work from an informal sector to a recognized and formalized type of work across Tanzania, supporting the ratification of ILO C189, promoting dialogue on C143 and addressing gaps in bilateral agreements to ensure conditions of decent work for migrant domestic workers. In Tanzania there are an estimated 883,779 domestic workers and another 203,662 in Zanzibar, many of whom are girls or women who started working as children. The project aims to have a direct impact on 5% of the total domestic workers in the country and to safeguard minor girls. EmPoWeReD II will target an additional 14 regions, bringing the total to 20 out of 24 regions (83%), with full coverage in Zanzibar. Interventions on trafficking in persons (TIP), in particular of minor domestic workers, will cover 17 regions where trafficking is prevalent. This second phase capitalizes on the results already obtained to promote the national adoption of decent work standards and professional qualifications for Domestic Workers. The overall objective is to ensure equal access to technical, vocational and tertiary education by 2030, in line with SDG target 4.3. In line with the Sustainable Development Goals (SDGs), in particular with Goals 4.3, 4.4, 8.5, 8.7 and 8.8, the project focuses on improving professional skills, education, working conditions and trade union support for domestic workers, while addressing the issue of trafficking, as outlined by ILO Convention 182, contributing to the reduction of poverty. The target group includes domestic workers and vulnerable minors (aged 15-24) involved in domestic work. EmPoWeReD II focuses on three key outcomes: 1. Access to professional training and job opportunities for domestic workers and child victims of trafficking in VETA centers in the target regions (SDG objectives 4.3 and 4.4). 2. Increase in the economic-union support association network in the target regions of domestic workers for greater formalization of employment (SDG Objectives 8.5 and 8.8). 4. Counteracting the trafficking of minors linked to domestic work through the implementation of appropriate policies and regulations by promoting access to training courses (SDG Objective 8.7). The partnership is based on specific skills and professional expertise, constituting a well-defined multi-sectoral response to the challenges faced by domestic workers, both nationally and internationally. ICC Integrated Community Centre, an NGO supporting migrant women in Kuwait with branches in Bahrain, Jordan, Lebanon and Qatar, already cooperates with CVM in Ethiopia to assist Ethiopian migrant women who are victims of abuse. The ICC will highlight the challenges faced by domestic workers in MENA countries to national authorities and PEAs, advocating for safer working conditions. DOMINA adds value in training VETA teachers and promoting higher international standards. It promotes the responsibility of PEA and the union in protecting female workers, drawing on their Italian experience in the training and job placement of domestic workers. CHODAWU, the reference union in Tanzania and Zanzibar, has a central role in building the protection network, while WOTESAUA specializes in the protection of minors. IDWF will provide expert trainers on global issues such as the implementation of C189 after ratification, MENA experiences, “wage theft” and other global challenges faced by members around the world.
