Description
The 36-month initiative 'Productive and inclusive Employment in Kosovo. Development of personal and professional skills and entrepreneurship of youth and women (PiEK)' is proposed by CELIM together with a qualified team of local partners - the Chamber of Commerce of Kosovo (OEK), the Kosovo Women's Chamber of Commerce (G7), the Municipality of Gjakova, the Kosovo Social Enterprise Foundation (KSEF) and the Destination Management Organisation (DMO) - who will act in the project with the technical support of specialised Italian partners from the private sector, Impact Hub Srl and Smart Cities Corporation Srl. The feasibility study of the project, including the needs analysis, was conducted by CELIM together with local and Italian partners, with whom it was decided to act on the following issues, targeting the Districts of Ferizaj and Gjakova: 1. Secondary education and training programmes, vocational training and universities are not aligned with the needs of the modern labour market. 2. Facilities and services, both public and private, aimed at supporting entrepreneurship development are few, of poor quality and insufficient to meet the demands for support, with reference to entrepreneurial initiatives of young people, women and people at risk of economic exclusion. 3. Aspirant entrepreneurs and early-stage businesses find it difficult to start a path to growth and consolidation, fail to generate employment and in most cases cease activity between the first and second year. To meet these needs, the project's intervention logic sets as a General Objective to contribute to lasting, inclusive and sustainable economic growth, full and productive employment and decent work for all in Gjakova and Ferizaj Districts, Kosovo in accordance with OSS target 8.5. In order to achieve this impact, the Specific Objective envisages supporting the efforts of the Municipalities of Ferizaj and Gjakova aimed at the development of entrepreneurship, self-employment and employment of young people, women and groups at risk of economic exclusion, also with reference to the ethnic minority RAE and persons with disabilities. This objective will be achieved through 3 outcomes, each relating to an identified need and a specific target group: − R1: 2412 students from 4 VESs and 3 Universities increase their technical, professional and personal skills by aligning them with contemporary local and international labour market requirements, through the improvement of training curricula, the extension of apprenticeship programmes, the introduction of extracurricular programmes for the development of personal, professional and entrepreneurial skills (ref. purpose code OECD DAC 11330 and 11420). − R2: Access to support structures for entrepreneurship development is increased for 243 young people, women and people at risk of economic exclusion (ref. purpose code OECD DAC 25030). − R3: At least 52 start-ups, early-stage businesses and social enterprises led by young people under 35 (58% women and 15% RAE) that access incubators and that are more oriented towards growth and employment generation are consolidated through financial support schemes (ref. purpose code OECD DAC 32130). The initiative is in line with the AICS Cultural Industries Marker and, although with limited percentages, is adherent to the Disability Socio-Health Marker, as it envisages that 5% of R2 and R3 beneficiaries are PwD.
