Description
The direct damage from the attacks on heating networks up to 2024, excluding social and economic costs, is estimated at USD 2.4 billion, with over half of the losses attributed to attacks on combined heat and power (CHP) plants. Electricity supply to cities has been similarly compromised. Power generation capacity has decreased from 53 GW pre-war to around 9 GW today. More distributed energy systems offer a compelling security advantage. In contrast with the current large-scale infrastructure, distributed energy resources closer to demand centers are harder to disrupt. The project proposal aims to directly address these issues and stated needs from national energy policy through the progressive implementation of smart, modernized and integrated energy systems at the urban level. These fully respond to the demand for a conceptual revision of local energy supply in Ukraine’s cities - one that diversifies, downsizes and distributes the range of electricity and heat supply options while optimizing demand-side measures to reduce the overall energy footprint and vulnerability of neighborhoods and cities. Local energy planning, sector integration, and the adoption of district energy, grid-interactive efficient buildings (GEBs), and microgrids are essential for Ukraine’s energy transition, yet they are inadequately supported by current regulations. The project aims at enabling the Government of Ukraine to utilize the country’s sustainable energy potential drawing on best practices, technologies and lessons learnt from developing and deploying integrated energy solutions in other countries and cities, which might be tailored to Ukraine’s circumstances at the national and local level. The project is expected to develop a blueprint for integrated energy systems at the national and local level which will support mobilizing investments for Ukraine in integrated national and district energy systems that are more resilient, affordable and sustainable and maximize use of local resources.
