Description
The adoption of the Law on Support to Yazidi Survivors in March 2021 was a watershed moment in the process of reckoning persecution against religious minorities in Iraq. Through this law, Iraqi authorities have officially acknowledged that the campaign of persecution acts of the Islamic State of Iraq and the Levant (ISIL) against Yazidis, Turkmen, Shabak and Christians in Iraq amounted to genocide and crimes against humanity. In addition, the Survivors Law has stipulated a set of reparation measures for survivors, including monthly salary, a plot of land, resumption of education, employment opportunities and access to rehabilitation of damaged homes. Building on the progress made so far in the implementation of the YSL, IOM Iraq will implement a two-year project focusing on strengthening the capacity of the Directorate for Survivors Affairs to design and implement reparation benefits, support the design and implementation of pilot programs for education and economic empowerment, and on enhancing effectiveness of the reparations provided by YSL among survivors and their communities, with focus on non-Yazidi communities. These interventions aim to strengthen the overall institutional response for protection and improvement of rights of survivors belonging to Yazidi, Christian, Shabaka and Turkmen minorities.
