Description

This proposal seeks to strengthen the disaster risk reduction (DRR) national coordination platform in Kenya to inform coherent DRR, sustainable development, climate change adaptation measures through building resident capacity, including for early warning and early action systems. The project will establish a national Coordination Cell in Kenya, linked to the Inter-Governmental Authority for Development (IGAD) Climate Predictions and Applications Centre (ICPAC) Disaster Operations Centre (DOC) in Nairobi and the African Multi-Hazard Early Warning and Action System (AMHEWAS) Situation Room at the African Union Commission (AUC) in Addis Ababa. This will ensure coordinated early warning and early action to reduce disaster impacts and loss and damage in Kenya, as well as enhanced risk information to promote risk informed policy and investment decisions. The intervention will seek to build on the following previous initiatives, implemented by the United Nations Office for Disaster Risk Reduction (UNDRR) Regional Office for Africa through the contribution of the Italian government: • UNDRR supported the establishment of the ICPAC DOC and IGAD Institutional and Operational Framework for Multi-Hazard Early Warning and Early Action which is aligned to the AUC Continental Framework. • UNDRR strengthened impact-based flood monitoring and forecasting capabilities for ICPAC. One expert consultant was recruited by UNDRR and, after 24 months of training on the job, transferred with a coordination function to the ICPAC organigramme, establishing resident capacity beyond the project duration. A second expert consultant was recruited to provide guidance for the development of a regional anticipatory action road map and to develop mechanisms that strengthen the transboundary collaboration, coordination, and dissemination of warnings. • The regional flood risk profile was developed and validated by the ICPAC member states. The regional flood risk profile strengthens the services offered by ICPAC to its member states, namely the provision of risk information to enable impact-based early warnings and to enhance food security assessments. Through this project, UNDRR will strengthen national capacities and coordination for climate, weather, hydrological and related applications services in Kenya. To address the current challenges of coordination, lack of data, weakness of national legal frameworks, activities will include: • Strengthening the National Platform for Disaster Risk Reduction and establishing a national Coordination Cell to enhance the coordination among disaster risk management (DRM) institutions in Kenya • Linking the country to the continental AMHEWAS, already endorsed by the Government of Kenya. • Upgrading the Kenya risk profile to inform early and anticipatory action and risk-informed policy and investment decisions • Piloting the support to 2 counties to strengthen national-local coordination through local resilience strategies. This project can become a model for South-South cooperation and regional integration on early warning anticipatory action to strengthen national risk governance in other regional countries. read more close
