Description

The initiative envisages a set of actions against the effects of climate change, in particular, to prevent and mitigate disasters related to floods. At the same time, in line with SWALIM VI, this project will continue to support the capacity building of relevant Somali ministries to implement a gradual transfer of SWALIM functions to the Federal Government. The initiative envisages two components: the first component aims to address the recurring floods affecting the town of Qardho in Puntland by identifying and implementing long-term solutions, as requested by the Puntland State Government to FAO. This project intends to contribute to the solution of the following problems: frequent flooding of the urban and periurban areas of Qardho; lack of historical analysis of floods; poor resilience to floods, especially of the poorest households who are the hardest hit and unable to recover; and limited government capacity to provide support in terms of preventive action and/or response. To this end, the initiative will undertake a feasibility study and a cost-benefit analysis to identify the infrastructural investments needed to contain and prevent floods. The second component aims at building the capacity of Somali ministries and institutions to facilitate a gradual transfer of SWALIM functions to the Federal Government by undertaking the training of personnel on data collection, and analysis totransfer management responsibilities to Somali institutions. This will allow the Somali authorities to autonomously manage the monitoring systems and operate effectively for the dissemination of information products useful for the decisionmaking process. read more close
