Description
Through the PEGASE mechanism, formally launched by the European Commission in 2008, the European Union and its Member States provide direct financial assistance to the Palestinian Authority (PA) to ensure the sustainable provision of key public services and the regular payment of civil servants’ salaries. In the current context of unprecedented economic and humanitarian crisis, this support is vital to maintain the basic functioning of public institutions and essential service delivery. Since the escalation of the conflict, the health sector has been severely affected. Health professionals employed by the PA have been receiving only 60% of their salaries, and in some cases no payment at all, leading to a reduction in working hours, overstretched staff, and a sharp decline in service coverage. Hospitals and clinics are struggling to cope with the growing number of patients while facing acute shortages of human resources, supplies, and operational means. In this framework, the Civil Servants and Pensioners (CSP) component of the PEGASE mechanism provides critical financial support to the Palestinian Ministry of Health by contributing to the payment of salaries of governmental health personnel — doctors, nurses, and other essential staff — who are on the front line of service delivery. The initiative aims to preserve the PA’s ability to maintain a functioning public health system and to guarantee the continuity of essential medical care for the Palestinian population across the West Bank and Gaza. The Italian Cooperation, through a contribution of EUR 10 million, will finance the CSP component under PEGASE. This support will directly benefit the PA’s health workforce, strengthening institutional resilience and safeguarding access to life-saving health services in one of the most fragile and demanding environments in the region.
