Description
The initiative, with a duration of 36 months and a budget of €400,000, aims to strengthen water resource management by enhancing the operational and managerial capacities of Water User Associations (WUA). The general objective is to promote integrated water resource management in agriculture and the resilience of agri-food systems in Albania, while the specific objective is to strengthen institutions and agricultural producer organizations in managing water resources. The initiative is consistent with the main strategic documents of the Albanian Ministry of Agriculture, including the National Strategy for Irrigation and Drainage 2019–2031 and the Strategy for Agriculture, Rural Development, and Fisheries 2021–2027 (SARDS). Implementation by CER is justified by its extensive experience in water resource management, the organization of irrigation districts and consortia, and the use of innovative technologies in irrigated agriculture. The initiative will be primarily implemented in the municipalities of Divjaka and Konispol, in irrigation districts undergoing infrastructure upgrades, selected as pilot areas together with the MARD. Using a participatory methodology, the initiative will conduct an analysis of the technical and managerial context, providing advanced training to institutional actors of MARD, the municipalities, and farmers’ associations for sustainable irrigation management. The adaptation of water resource management from the central to the municipal level will be aligned with the EU regulatory framework, facilitating the accession process and the adoption of efficient management tools. In particular, the initiative will contribute to training on governance tools under the EU Water Framework Directive (2000/60/EC), the CAP (Reg. 2021/2115), and Reg. 2020/741 on minimum requirements for water reuse. The initiative will introduce innovative practices and technologies to monitor water resources, comply with ecological limits, enhance agricultural competitiveness, and strengthen the resilience of rural communities in the face of environmental and climate challenges.
