Description
The MATHERNA Programme (MATERnal and Neonatal Health Advancement in Albania) consists of two complementary project components: • ANMA (Advancing Neonatal and Maternal Health in Albania), implemented by the Ministry of Health and Social Protection (MoHSP) under Article 7 of Law 125/2014, focuses on infrastructure improvement and the procurement of medical equipment. It includes the rehabilitation of the Neonatal Intensive Care Unit (NICU) at Koço Gliozheni Hospital in Tirana, as well as the acquisition of equipment for the NICUs of Koço Gliozheni, Mbretëresha Geraldina, Fier, and Dibër hospitals. These interventions aim to improve service quality, reduce neonatal and maternal mortality, and limit emergency transfers to Tirana. • PRISMA (Strengthening and Enhancing Maternal and Child Health Infrastructure and Services in Albania), implemented by ASST Fatebenefratelli Sacco (FBFS), complements ANMA through healthcare staff training, reinforcement of referral systems, and the definition of standards for medical equipment. Additionally, PRISMA contributes to the development of the master plan for the NICU at Koço Gliozheni Hospital, ensuring that infrastructure investments are aligned with a sustainable long-term vision. Together, these projects create a coordinated intervention framework, aligned with Albania’s National Health Strategy 2021–2030 and the Sustainable Development Goals (SDGs 3, 5, 17) and represents a pilot initiative aimed at strengthening the facilities in Tirana and the regional hospitals of Fier and Dibër, selected based on birth rates, strategic location, and existing initiatives. Overall, it is estimated that approximately 70,000 newborns and 63,000 mothers will directly benefit from the intervention over three years (Source: INSTAT 2023 and Shtylla et al. 2018). PRISMA also provides for the specialized training of 150 nurses/midwives and 40 neonatologists/gynecologists, in addition to the involvement of 30 fourth-year students from the University of Medicine in Tirana.
