The program “L.A.I.T. - Enhancing existing Assisted Voluntary Return and Reintegration (AVRR) and Voluntary Humanitarian Return (VHR) mechanisms through customized institutional capacity-building interventions (IOM component)”, with a contribution from Italian Cooperation of EUR 20,000,000.00, aims to provide support to Algeria, Libya, and Tunisia through the organization of assisted voluntary returns and technical assistance activities to strengthen the capacities of local institutions, in line with international human rights protection standards. The Program, which stems from high-level discussions within the framework of the Rome Process, particularly in the migration/security working group, is divided into three distinct components. The first component, entrusted to the Ministry of the Interior, aims to strengthen the capacities of the three beneficiary countries in adopting regulations and administrative systems in line with international principles, to improve assisted voluntary return mechanisms, with the involvement of the Ministry of the Interior / Central Directorate for Immigration (MdI / DCIPF). The second component focuses on enhancing the protection of vulnerable migrants, providing them with services to ensure their safety and dignity, and supporting their voluntary return and sustainable reintegration in their countries of origin, with the support of the International Organization for Migration (IOM). The Program also includes a third component, still in the formulation phase, aimed at promoting activities for the socio-economic reintegration of migrants in their countries of origin, managed directly by AICS, to be carried out with the involvement of both profit and non-profit Italian entities. The governance of the Program involves the establishment of a Steering Committee composed of the Ministry of the Interior / Central Directorate for Immigration and Border Police (DCIPF), which will chair the committee and handle its technical secretariat, IOM as the implementing agency, the Directorate General for Development Cooperation (DGCS) of the Ministry of Foreign Affairs and International Cooperation (MAECI), the Italian Agency for Development Cooperation, as well as representatives from the three beneficiary countries. read more close
