Description

The objective of the initiative is to provide technical support to Algeria, Libya, and Tunisia for the adoption of an institutional system aimed at developing and implementing migration policies in line with EU minimums standards. Specifically, the initiative focuses on the use of voluntary and assisted return (for Libya and Tunisia) and first assistance (for Algeria) for irregular migrants wishing to return to their country of origin. The initiative also aims to develop sustainable reintegration options for these migrants. The main goal is to strengthen the Voluntary Return and Reintegration (AVRR/VHR) systems already in place in the partner countries by utilizing specialized human resources and financial support to optimize existing procedures and increase the number of assisted voluntary returns. Additionally, it seeks to promote the adoption of a legal framework by the Algerian, Libyan, and Tunisian authorities to effectively manage migration flows in line with international conventions, based on principles of equality, inclusion, participation, and respect for the rule of law. The target of the initiative includes all actors involved in the management of migration flows, both at strategic and technical levels, with a focus on voluntary and assisted return and the reintegration of migrants into their countries of origin. Activities will be carried out through capacity-building interventions, such as workshops, conferences, seminars, and on-the-job training sessions.
