Description

The proposed intervention provides targeted technical assistance to support the Government of Moldova in modernising its energy sector, ensuring a secure, efficient and consumer-driven market that aligns with EU integration commitments and Moldova's long-term decarbonisation objectives. The initiative addresses key development challenges in energy digitalisation, regulatory frameworks, renewable energy integration, cybersecurity and social protection, creating the necessary conditions for a resilient and competitive energy market. The expected impact is a robust, digitally modernised and inclusive energy sector that improves energy security, strengthens institutional capacity, reduces energy poverty and ensures market readiness for increased competition and investment. The intervention directly supports Moldova’s National Energy and Climate Plan (NECP) and compliance with the EU acquis by ensuring transparent, efficient and socially inclusive energy governance. The theory of change is based on the belief that EVRF support to energy-poor households/communities, strategic digital transformation, regulatory reform, cybersecurity and inclusive practices in Moldova’s energy sector can improve energy efficiency, promote social equity, safeguard critical infrastructure and ensure sustainable energy management and security.
