Description
This proposal aims to contribute to the promotion of sustainable economic growth, full employment and decent work for all, especially women, in Mali (OO). In particular, it aims to promote the training and employment of women and young people and the strengthening of enterprises and cooperatives in the shea sector and in the renewable energy sector in the Bamako district and in the regions of Koulikoro and Dioïla (SO). The project consortium, formed by the Lead partner ActionAid Italy and the partners, the international NGO ENGIM, the local association AME and the Italian cosmetics company Reynaldi s.r.l., has identified, in collaboration with various local stakeholders, the shea supply chain and the renewable energy sector as areas with a high potential for entrepreneurial development and thus job creation, particularly for the youth and female population. The implementation strategy envisages acting on the nexus between vocational training, strengthening of the private sector and access to employment with the collaboration of local governmental and non-governmental stakeholders. Firstly, the proposed initiative, in order to address the existing mismatch between the skills of the target groups and the actual needs of the private sector, intends to improve the quality of vocational training in the renewable energy and shea processing sectors and make it more aligned (R1). To do this, the project envisages the strengthening of Vocational Training Centres (by equipping them with materials, training of trainers, and linking them with the private sector), dual training for young people and women in the two target areas and accompanying them individually in a pathway to employment. Secondly, in order to address the weakness of the private sector in the Shea chain and in the renewable energy sector, particularly in terms of capacity to create added value and access both national and international markets, the aim is to strengthen the enterprises and cooperatives active in the two areas through a training program and the facilitation of market access for their products (R2). More precisely, enterprises and co-operatives will be involved in a capacity-building process (technical, management and marketing) and will be provided with funds in order to make their production processes not only more profitable but also more innovative and sustainable; they will also be supported in facilitating market access for their products by obtaining certifications and promoting them both locally and in Italy. Finally, in order to reduce the share of young people, women and vulnerable groups out of education or vocational education and to facilitate the search for decent employment, the project intends to improve access to existing training and employment guidance services (R3). To this end, in cooperation with government employment agencies and vocational training centres, existing studies on employment opportunities for young people and women in the target sectors will, first of all, be updated and these results disseminated to ministerial authorities, relevant services and beneficiaries, the quality of existing guidance and employment support services will be improved (e.g. through the dissemination of digital job search platforms, open days, job fairs, etc.) and awareness-raising and advocacy activities will be carried out in the target areas with the aim of decreasing gender disparities and removing obstacles that prevent real access to the labour market and vocational training for women and vulnerable groups.
