Description
The project aims to enhance the governance of public emergency health services in the districts of Beira and Maputo, in close collaboration with the relevant local authorities, ensuring equitable and inclusive access to these services, particularly for the most vulnerable, disadvantaged, and marginalized groups. This proposal intends to maximize the positive outcomes achieved through the project AID 012314/02/6 by both expanding the geographical coverage and strengthening the quality, effectiveness, and efficiency of the medical emergency referral system, thus improving the connections and linkages between different health service levels. The proposal revolves around two main axes (project results): one focused on strengthening the quality of emergency services in the city of Beira, in continuity with the ongoing project AID 012314/02/6, and the other on improving the capacity of the relevant local authorities to plan and coordinate the emergency referral system services both at the city level of Maputo and nationally. This initiative aims, through a multidisciplinary person-centered approach, to contribute improving maternal and child health by strengthening pre-hospital emergency services, which, in turn, helps reduce the rate of mortality and disability associated with delays in emergency medical care. Additionally, by involving local counterparts and beneficiaries, the project activities will help strengthen societal participation in governance mechanisms, thereby enriching the decision-making process and making decisions more informed, inclusive, and deliberative. This will increase the legitimacy and transparency of the decisions, thereby strengthening the resilience and adaptability of communities. This aspect is particularly important and will be developed not only through its transversal integration into various activities but also through the development of ad hoc activities aimed at enhancing disaster prevention and containment capacities, which will directly impact the reduction of vulnerability and exposure of the population to the adverse effects of natural and/or anthropogenic disasters. By involving public and private stakeholders from various intervention fields, the proposal will address the multisectoral causes that influence the timely response capacity to medical emergencies, integrating gender equity dimensions in access to essential services and including the specific needs of different population categories, particularly people with disabilities. By addressing these aspects, the project will contribute to the achievement of SDG 3, specifically targets 3.1, 3.2, and 3.8, contributing to the reduction of maternal and child mortality rates and the achievement of universal health coverage. The initiative, which will last 36 months, will be implemented by the proposing entity, the Veneto Region (RV), in operational collaboration with the Mozambican Medical Emergency Service (SEMMO)2 (local counterpart), responsible for creating an integrated national emergency system, the Provincial Health Directorate of Beira and CUAMM, an international NGO active in the intervention area for many decades. Finally, the Municipality of Padua will play a key role in the DRR/DP field, maximizing the positive outcomes of the initiatives implemented so far with the city of Beira thanks to the twinning relationship between the two cities.
