Description
The project’s overall objective aims at increasing the access’ opportunities to healthy, nutritious and local food, in coherence with OSS 2 - End hunger, achieve food security, improve nutrition and promote sustainable agriculture, by impacting on the food insecurity of the population (OSS 2. 1.2) and the rate of undernourishment (OSS 2.1.1), which is particularly high in Albania. The project partnership reflects the requirements of the call for proposals and is mainly based on collaboration between the local authorities of the two countries (Metropolitan City of Bari and Municipality of Tirana), with the support of relevant Italian and Albanian organizations (Food Bank Albania, World Farmer Market and Banco Alimentare Onlus) and CIHEAM Bari To achieve the overall objective (Marker - Nutrition), the project intends to strengthen the role of farmers, favouring local and sustainable production, increasing the direct supply of products (short supply chain), favouring lower consumer ‘s prices and higher producers. ’Earnings. This will have a direct consequence on increasing the average income of small-scale local producers (specific objective), consistent with OSS target 2.3.2 - Increasing the average income of small-scale food producers ‘and with MUFPP Indicator 32 - Percentage of local/regional food producers selling their products at the city's public markets. The objectives will contribute to the development of the Tirana ‘s Food Policies defined by a participatory process in the framework of the European projects FOOD TRAILS (Lead Partner Municipality of Milan - MUFPP, 2024) and FOODSHIFT 2030 (CM of Bari and CIHEAM Bari, 2023). The project and its partnership stems from these two experiences strongly led by the Metropolitan City of Bari and the Municipality of Tirana. The specific objective will be achieved through two results: a) strengthening of the short food supply chain (R1) and of the food surplus redistribution chain (R2). Fundamental will be the capacity building of Tirana Municipality staff (marker democratic and inclusive governance (DIG) and OECD purpose code -DAC 43071) and participatory governance in order to revise and develop Tirana's food policy through the definition of an Action Plan (Activity 1.3).To strengthen the short supply chain (R1), the project will start with actions targeted to agricultural producers by improving environmentally friendly production methods and promoting their aggregation in associations/cooperatives, overcoming the limits of farm fragmentation (Activity 1.1), (RIO Marker BIODIVERSITY -Purpose code OECD-DAC 31194 ‘agricultural co-operatives). The established group/associations will set up a short supply chain that will allow direct sales at the farmers' market established in Tirana (Activity 2.4). Complementary to this activity there will the implementation of a food surplus redistribution chain (R2). Involving the actors of the short supply chain, a system of collection and storage of surplus food will be organized, through the creation of a logistic HUB, and so distribute it to the most vulnerable population (Activity 2.1). Awareness-raising actions for farmers, local NGOs, and consumers (R2 activity 2.2) and an adjustment of food waste ‘s regulatory framework (R.2 activity 2.3), will favor higher quantities of surplus food collected and distributed. The sustainability of the project is guaranteed: i) for food policy, by the Municipality of Tirana; ii) for the management of the Farmers' Market, by the Tirana Market Agency; and iii) for the food redistribution chain by Food Bank Albania (Marker Nutrition and purpose code OECDDAC 43073).
