Description

TERRA is an integrated urban development project aimed at promoting conscious and sustainable management of urban solid waste and participatory territorial planning, in order to contribute to a healthier and more resilient urban environment and improve the living conditions of the population in Beira, Mozambique. The established territorial partnership between the Autonomous Province of Trento (PAT) and the Municipal Council of Beira (CMB), operating within a framework of decentralized cooperation, will be crucial in making Beira more inclusive, safe, resilient, and sustainable, in line with SDG 11, contributing to reducing the negative per capita environmental impact through better waste management (target 11.6), and with SDG 12, limiting waste production through prevention, reduction, recycling, and reuse (target 12.5). Partnering in achieving the objectives are the University of Trento (UNITN), Zambeze University (UNIZA), Bio Energia Trentino srl, and Consorzio Associazioni con il Mozambico ETS (CAM), with solid expertise in project-related themes. Starting from the participatory revision of municipal waste management policies, through an inclusive and transparent process involving various stakeholders, the action focuses on the differentiation and transformation of organic solid waste (FORSU) with a circular economy approach that produces environmental and social benefits. Specifically, the project will follow this trajectory: updating the "Municipal Regulation for the Management of Urban Solid Waste" approved by the CMB in 2016, in line with the Integrated Solid Waste Management Plan (PGIRSU) 2023-2027. Tariffs will be revised, and citizen involvement enhanced. Additionally, regulations for licenses to the private sector and an operational plan for composting organic waste fractions of urban solid waste will be implemented and approved. This will initiate an effective system for collection, management, and use of organic residue, starting from the private and commercial sector; with the activation of the city's Composting Center, organic matter will be transformed into compost and distributed to urban and peri-urban farmers, private individuals, and used by the Municipality for green areas in the city. If the previous project actions primarily focus on work in the city's formal markets, the last output concerns the implementation of a pilot intervention to redevelop the informal market in the Macuti Miquejo neighborhood: this will improve hygiene and safety conditions in a fragile context, promoting environmental sustainability and social inclusion; on the other hand, it will initiate a pilot experience of differentiation, collection, and transformation of organic residue within an informal area, providing a case study and a replicable action in other informal neighborhoods of the city. The intervention aligns with the Milan Urban Food Policy Pact, which recognizes and highlights the contribution of the informal sector to urban food systems in certain contexts and encourages ensuring adequate support and training in areas such as food safety, sustainable diets, waste prevention, and management (Action 33). Direct beneficiaries reflect the stakeholder groups directly involved in project activities (public consultations, working groups, awareness-raising, and field training) and include municipal officials and technicians, entrepreneurs and traders, farmers, informal vendors, and community representatives; these categories will be involved through participatory processes aimed at strengthening ownership and ensuring the sustainability of interventions.
