Description

The initiative called ‘UTEKA - Partnerships between Cities and Territories in Dialogue for Integrated and Resilient Urban Development’ is part of the history of relations and cooperation that links the city of Reggio Emilia to Mozambique and the city of Pemba. The first act of the relationship between the city of Reggio Emilia and the city of Pemba dates back to 1975. Since 2012, the two cities have been linked by a twinning pact. A pact that, renewed in April 2024 through the signing of a new protocol, defines the new priorities of the collaboration, mainly related to the sustainable development of the cities and the adaptation to climate change. The initiative is being implemented in Pemba, a city in the north of Mozambique, which has experienced a very rapid growth in its population over the last five years, partly due to the ongoing conflict in the Cabo Delgado Province, doubling it compared to the official data of the last census in 2017. The rapid and uncontrolled growth of the last few years, as well as the scarce resources in terms of technical skills and competences of the Municipality of Pemba, have accentuated problems and needs already present at the urban level such as: land management in terms of planning and control for the development of sustainable urban development processes, resilient and guarantor of citizens' safety; environmental protection and management of the process of collection and disposal of municipal solid waste and the creation of virtuous paths related to the reduction and valorisation of the waste, with particular reference to organic waste and possible treatment for reuse in processes of adaptation to climate change and urban agriculture. The initiative's overall objective, in line with these issues and with thematic area ‘C’ of the call, is to ‘Contribute to the promotion of a territorial development that encourages adaptation to climate change in the urban environment’. In fact, the initiative intends to ‘Strengthen the system of control and management of the municipal territory for the implementation of sustainable and resilient integrated urban planning policies in favour of citizens, providing for the improvement of public utilities with a significant impact on the environment’. To this end, the initiative will act through the achievement of three results: Equipping the Municipality of Pemba with public land management tools suitable for land registration and dissemination of good housing practices to foster climate change adaptation and urban resilience; Implementing the Pemba City Integrated Municipal Solid Waste Management Plan, increasing the effectiveness of the municipal waste treatment service in areas of high environmental risk and severe urban decay; Strengthening municipal policies of food security, urban agriculture and permeable green areas in the most socially and economically vulnerable neighbourhoods. For the implementation of these activities, the initiative envisages a partnership representing different institutional and technical competences of the two territories involved, in order to, through exchange, training and joint reflection, meet technical and management solutions that are applicable and implementable in the target territory. The main beneficiaries will be: the local Public Institutions, the Municipality of Pemba in primis, which will benefit from an increase in the technical skills and equipment available to respond to these challenges; the communities as a whole, in particular the 3 target districts defined at the level of the city of Pemba, which will benefit from the action by seeing their skills and conditions improved, as well as the public services available to them, and will be made protagonists in all the processes implemented by the initiative, the latter having a strong participatory component. read more close
