Description
The project aims to address environmental and climate challenges in the city of Maputo, Mozambique, with a specific focus on the Railway District in the Municipal District of KaMavota, in line with Sustainable Development Goals 13, 11, 12, and 6. Mozambique is one of the countries most vulnerable to climate change, with Maputo, given its coastal location, particularly exposed to extreme weather events such as cyclones and floods. Population density and informal settlements further exacerbate these issues, putting the population and urban infrastructure at risk. In the Railway District, during periods of heavy rainfall, frequent flooding occurs, causing significant damage to infrastructure and property. The lack of resilient urban planning and adequate public infrastructure contributes to this situation, worsening the urban environment's health and decreasing the inhabitants' quality of life. The project addresses these urgent needs through a series of targeted interventions aimed at contributing to the development of positive economic, social, and environmental relations in urban areas, improving Maputo's municipal planning (general objective), increasing climate change adaptation capacity, and improving hygienic and sanitary conditions in the Railway District (specific objective). The resident population will benefit from a reduction in climate vulnerability through the implementation of innovative drainage systems, the construction of buildings using resilient construction techniques, and the redevelopment of urban vegetation and biodiversity. Sanitary conditions will be improved with the construction of public latrines and handwashing points in schools, markets, and health centers, and the reduction of waste accumulation through the strengthening of a women's association involved in waste separation and collection. Infrastructure activities will involve the active participation of the population in decision-making processes and the management of the constructed works and services, promoting democratic governance processes as well as women's empowerment and gender equality. Awareness-raising activities and cleanup campaigns will actively involve citizens and students, promoting good hygiene and environmental practices. Students and teachers will also be involved in testing a replicable and scalable smart school model, which will enhance their ability to understand the natural phenomena characteristic of the territory and to take concrete actions to change behaviors and practices towards greater environmental sustainability and resilience. The pilot experience will have the potential to be promoted on a larger scale, fostering a better and more effective integration of climate change education within school curricula. Central to the project's intervention strategy will be the activation of a pathway to strengthen technical skills and provide training support for the officials and technicians of the Municipality of Maputo, implemented by the consortium of partners, particularly led by the Municipality of Milan with the involvement of its subsidiary companies such as MMspa and internal officials or experts from the Milanese territorial system. The capacity-building pathway will be functional in providing the skills and tools necessary for better climate risk management and urban planning capable of adapting to climate risks.
