Description
The "Supporting the Gaza Recovery, Reconstruction, and Development (GRRD) Planning" project is a comprehensive initiative aimed at addressing the significant post-war recovery needs in Gaza, where nearly 1.9 million people have been displaced and essential infrastructure has been devastated. In partnership with the Palestinian Authority and implemented by UNDP, the project seeks to coordinate recovery efforts that align national priorities with international standards, focusing on creating a sustainable urban framework and resilient social structure for Gaza's future. The project's main goal is to enhance the Palestinian Authority's ability to implement a structured, evidence-based recovery strategy that meets the population's immediate and long-term needs. At the core of this project is the overarching objective to bolster the Palestinian Authority’s capacity to coordinate a structured, evidence-driven recovery approach that is responsive to the immediate and long-term needs of Gaza’s population. Through a streamlined operational structure within the Ministry of Planning and International Cooperation (MoPIC), the GRRD Gaza Reconstruction Team will lead the implementation of this recovery framework, informed by data from the Rapid Damage and Needs Assessment (RDNA) and Conflict Recovery Framework (CRF). This approach will enable the PA to drive a proactive, adaptive model of recovery that evolves with the situation on the ground. The project encompasses multiple strategic outputs, including the establishment of a technically skilled Gaza Reconstruction team to develop and oversee the GRRD Plan, fostering multi-stakeholder engagement with backstopping support from IUAV and other stakeholders to align international best practices, and conducting a on the ground damage assessment of to inform a recovery and reconstruction efforts. Additionally, this initiative will strengthen MoPIC’s internal capabilities, empowering it to lead recovery coordination effectively across ministries and with international partners. By combining technical capacity building, inclusive stakeholder engagement, and extensive community assessments, this initiative reflects a cohesive, government-led vision for Gaza’s sustainable recovery. It emphasizes dignified living conditions, social cohesion, and robust infrastructure rebuilding to foster a stable future for all affected populations.
