Description
Voluntary contribution to Global Fund to support the development of health strategies the fight against HIV, Malaria and Tbc in over 100 countries. The contribution will support the Fund in its aim to invest in strengthening national health systems, reducing inequalities and discrimination, making health systems resilient and sustainable, and protecting human rights. The contributions is consistent with the attainment of SDG 3, particularly 3.8, SDG 5 and SDG 17.In September 2022, the 7th Replenishment Conference for the resources of the Fund for the period 2023-2025 was held in New York, during which $ 15.7 billion was raised. Italy announced a three-year commitment of € 185 million at the G20 in Bali, an increase of 15% compared to the previous three-year period. The multi-year contribution agreement between Italy and the Global Fund was finalized for the distribution of the contribution, which is divided into tranches of € 61 million for 2023, € 62 million for 2024, and € 62 million for 2025. With Resolution no. 48 of March 30, 2023, the disbursement of the first tranche of € 61 million was decided. With Resolution no. 5 of February 6, 2024, the disbursement of the second tranche of € 62 million was decided. As part of this new commitment, it was agreed to renew the so-called “5% initiative”, which had already been successfully implemented in the 2017-2019 and 2020-2022 three-year periods. This initiative provides for the reservation of 5% of the annual contribution, to be allocated directly to activities carried out by national entities (including non-governmental organizations) for “synergistic initiatives” with respect to the Fund’s strategy and objectives, in specific countries identified as priorities by Italy. The implementation of this initiative, including the call for proposals, is handled by the Italian Agency for Development Cooperation (AICS). In light of the above, a voluntary contribution to the general budget of the Global Fund to Fight AIDS, Tuberculosis and Malaria of € 62 million is planned to be granted, funded by the 2025 Budget Law. This contribution includes, as an integral part of the support for the Global Fund, the allocation by AICS of € 3.1 million for the funding of the so-called ‘5% Initiative,’ a public competitive procedure for awarding bilateral synergistic and technical assistance interventions to CSOs (Civil Society Organizations), Public Research Bodies, and Universities.
