Description

The project takes place in Ukraine, in the regions of Chernivtsi, Rivne, and Ivano-Frankivsk, focusing on professional training in the socio-health sector, which is under pressure due to the ongoing conflict. The project arises from the need to address the severe socio-economic problems caused by the conflict, such as job losses, inflation, and forced migration, and the urgency to strengthen professional training and employment in the socio-health sector. It is part of a broader strategy by partner NGOs and local partners in the target regions, based on needs analyses conducted both during the planning phase and the implementation of parallel initiatives in the country, integrating this proposal with other actions that partners are carrying out in Ukraine, continuing and scaling up intervention AID012600/16, the two ongoing interventions AID06/UCR/012832 and AID27/UCR/012832. The war has significantly increased the number of people needing psychophysical rehabilitation: the United Nations High Commissioner for Human Rights (OHCHR, 2024) documents that the conflict has caused the death of at least 429 civilians and injured 1375 people between 2023 and 2024. Besides civilian casualties, the primary focus of the rehabilitation intervention in Ukraine, the health conditions of Ukrainians, including mental health, especially internally displaced persons (IDPs) and vulnerable individuals, are worsening. Additionally, the fragility of the country's socio-health system in conceiving psychophysical rehabilitation as a fully-fledged medical discipline results in low specific competence among doctors in this sector, leading to a mismatch between current needs and skills and the present and future requirements for psychophysical rehabilitation. The conflict has deteriorated the performance of health services, with a reduction in services due to the destruction of 15% of public medical-health infrastructures (World Bank, 2023) and damages amounting to 1.4 USD. The proposal aims to strengthen the delivery of medical-health services and support the labor market through the training and retraining of specialists in psychophysical rehabilitation, assisting their entry into the job market. The training program, developed jointly by Italian and Ukrainian universities, in collaboration with training institutions and Italian and Ukrainian experts, will be delivered in a hybrid mode and structured to provide practical and theoretical skills, focusing on modern techniques of physical and psychological rehabilitation, innovative approaches and methodologies, and the exchange of good practices. Collaborations are planned with Italian hospital and university structures in the field of medical and psychological training, aimed at aligning Ukrainian medical standards with European ones and updating the skills of Ukrainian trainers. The training courses, which in the perspective of gender mainstreaming aim to particularly strengthen the training of women and their social and economic role in their respective communities, will make the local socio-health system more efficient and sustainable thanks to the involvement of locally trained human resources and will facilitate the employment of qualified personnel. In compliance with the Guidelines on Gender Equality and the Empowerment of Women, Girls, and Children (2020-2024), the Guidelines for Disability and Social Inclusion in Cooperation Interventions (2018), and the Guidelines on Childhood and Adolescence (2021) of Italian Cooperation, the proposal integrates protection and gender mainstreaming, respects the minimum criteria set by the OECD/DAC Gender Policy Marker, provides for the disaggregation of indicators by gender and age, reflects a transversal gender mainstreaming approach, both in needs analysis and in indicators and actions, and ensures gender equality in personnel treatment. read more close
