Description

With the objective of ‘Improving the capacities of the territorial management entity of the Historic Centre of Old Havana to design and implement public policies aimed at increasing the levels of resilience and sustainability of the municipality in the priority areas identified by the Integral Development Plan (PEDI)', this initiative aims to foster the acquisition by Cuban partners of the skills necessary to promote sustainable, durable and inclusive urban development. These skills are fundamental to addressing, in a structured and integral manner, the problems that characterise today's human settlements in Havana, such as the lack of eco-systemic services, overcrowding, run-down and unsafe buildings and neighbourhoods, and increasing pollution. It consistently fits into the OECD-DAC Urban development and management (Cod. 43030) and Urban Development (Cod. 43032) sectors, applying the principles of integrated urban development, improvement of infrastructure and urban services, environmental management and urban planning for the regeneration and renewal of abandoned industrial areas, with new urban construction techniques. It is also in line with OSS 11 (targets 11.3, 11.6, 11.7 and 11.c), OSS 7.1 (access to modern - green energy services) and OSS 2 (target 2.4) by supporting Havana's adherence to the Milan Urban Food Policy Pact. The main target of the project is the OHcH local authority professionals (town planners, architects, engineers, specialised workers), who are called upon to combine the expectations of a growing city with the need to safeguard and enhance its historical and cultural heritage. Target is also the resident population, directly involved in the process of improvement and planning of a new sustainable, inclusive, participatory and resilient urbanisation. The intervention logic is based on the experience of the City of Prato, which is considered one of the capitals of the European ecological transition, according to the NEXT GENERATION PRATO strategic document for the Italian NRP, and its principles: - Restoration of urban biodiversity through nature-based solutions (NBS). - Climate neutrality with energy from alternative sources and efficient management of energy consumption. - Adaptation to climate change with sustainable building solutions and increased green spaces. - Circular economy and bio-economy through recycling of local materials, development of ecological urban agriculture and efficient waste management. The project is developed on three main results, aimed at creating the conditions for defining a new model of economic and social development of the urban area through processes of competence transfer with the participation of territorial partners specialised in the different areas of intervention. Result 1 experiments with bio-architecture solutions, demonstrating the harmonious interaction between built environment and ecosystem with natural and renewable materials and energy-efficient practices. Result 2 addresses green urban regeneration and biodiversity restoration through NBS, also offering perspectives for urban food systems. Finally, in Result 3, the application of the tested good practices to the design of a new urbanisation resulting from the regeneration of a degraded former industrial area. In addition to the Order of Architects of Prato (bio-architecture), PIN SCRL (sustainable urban regeneration and circular economy), ANCI Toscana (participative processes and co-design between territorial authorities) and ARCI Toscana (structuring popular participation) are involved.
