Description
The proposed initiative contributes to achieving SDG 4: ensure inclusive and equitable quality education for all to promote full employment in Ghana (General Objective). Through the improvement of the vocational training system in the Greater Accra, Bono, Western, and Northern regions of Ghana, the initiative has the Specific Objective of providing technical and entrepreneurial skills aligned with the labor market needs for decent employment to youth and adults in the target areas (ref. target 4.4). The initiative addresses the issue of youth unemployment in Ghana, which reached a concerning value of 1.3 out of a total of 1.8 million in the last quarter of 2023 among youth and adults aged 15 to 35 (Ghana Statistical Service, February 2024). Specifically, the intervention aims to tackle the underlying causes of this problem, including the mismatch between educational offerings and labor market needs and the difficulties in accessing the job market. This is achieved by improving the quality of education, supporting the job insertion process, promoting skills and entrepreneurial mindset, and self-employment. The categories most affected by unemployment are young women and youth with Special Educational Needs, who face difficulties in accessing education. Special attention will be given to them through a systemic and integrated approach and the implementation of activities to promote access to education and the job market. The project will achieve the specific objective through the following expected results: (R1) Educational offerings are improved through strengthening the technical and didactic quality of teaching and the digitization of vocational training. (R2) The VET ecosystem is strengthened through the enhancement of Employment Services (ES) and support for the school-to-work transition. (R3) Innovative and sustainable entrepreneurship is promoted through the development of an entrepreneurial mindset, support for business creation in vocational and educational training centers (VTCs), and the consolidation of small and medium-sized enterprises (SMEs) within the VET system. The direct beneficiaries of the first outcome are VTC teachers whose skills will be enhanced through training sessions in various thematic areas such as teaching methods, inclusive education and soft skills. The direct beneficiaries of the second outcome are the ES offices of the involved VTCs, government agencies, and companies. The last outcome targets students, teachers, VTC managers, and entrepreneurial entities that collaborate or have an interest in entering the VET ecosystem. The final recipients of the entire intervention are the students of the target VTCs. All beneficiaries have been involved since the definition of activities through a participatory approach, making them actors in the decision-making process. To achieve the highest possible participation, Ghanaian and Italian entities from the private, public, civil society, and academic sectors have been involved as project partners. Finally, both at the activity and project governance levels, tools and coordination methods have been defined to ensure the intervention's success.
