Description

The decentralized cooperation project between the Municipality of Cuneo (Piedmont, Italy) and the Municipality of Kissidougou (Faranah, Guinea) has its foundations in previous food security projects carried out by the various partners, during which a picture of weaknesses of the local food policies emerged. In fact, within the Prefecture, no municipality has a local development plan (Plan de Développement Local, PDL) capable of including the various stakeholders and carrying out adequate, sustainable and climate-resilient policies. The Municipality of Cuneo, thanks to its expertise in terms of local food policies, has found many similarities with the Municipality of Kissidougou, also the capital of a prefecture in which the population is mainly rural and agricultural. The project therefore aims to contribute improving food security and resilience to climate change, with an objective of reducing moderate or severe food insecurity by 5% assessed according to the Food Insecurity Experience Scale (FIES scale) of urban communities and rural areas of Kissidougou Prefecture.In order to achieve this objective, it is intended to increase and diversify agricultural production, and consequently the nutritional status of the population that has access to it, in the 13 municipalities of the Prefecture, in a sustainable and resilient way to climate change, through the strengthening of the process of local planning. This will be made possible thanks to the achievement of the outputs of the activities of 3 expected results: - Expected result 1: Inclusive and sustainable consultation and co-construction mechanisms are put in place in favor of local planning, strengthening local government administration and promoting democratic participation (an international network of experts has been created, the inter-municipal network in the Prefecture has been consolidated and population participation has been enhanced, and in particular of the rural community) - Expected result 2: Local development plans are created/updated in favor of sustainable agricultural and food systems in each of the 13 municipalities of the Kissidougou Prefecture, strengthening administrative management (a database has been created at the level of the 13 municipalities with active participation of the population, agricultural cooperatives and municipal actors, a methodology has been shared at national level for the creation of new local development plans and the democratic participation system has been mobilized in the drafting of new PDLs) - Expected result 3: Agricultural production conditions are improved in a sustainable way through pilot actions at the level of 13 agricultural cooperatives, to support agricultural development (50ha of agricultural land has been developed in the Municipality of Kissidougou to meet the food needs of the urban population, the knowledge and skills of the agricultural cooperatives on agroecological and biodiversity protection practices have been strengthened, the governance, operation and services of agricultural cooperatives have been strengthened and the cooperatives have been equipped with adequate production and processing equipment). In identifying the beneficiary groups of the project, emphasis will be placed on vulnerable agricultural groups, valorising women's groups with a view to pursuing gender equality. The various partners were identified for their previous experiences in the territory of intervention in Guinea (APDAM, RESADEL and GRET), for their expertise on the project themes (CIS, AgriPiemonte, CISAO, ISAV) and for their interest and pro-activity in the implementation of projects related to food security on their territory (Municipality of Kissidougou, Prefecture of Kissidougou, ANCG, DPS, DPAE), and finally, for their interest in interfacing with Guinean partners for discussion and exchanges on local food policies (ANCI, Unioni Montane). read more close
