Description
The Initiative contributes to the promotion of sustainable and resilient urban and territorial development in Tunisia in the Municipalities of Sousse, Akouda and Nabeul by fostering the adoption of sustainable urbanisation and land management policies and the urban reduction of climate change emissions. To this end, the Initiative acts on the improvement of urban management in a sustainable, integrated and participative approach in the areas of Urban Solid Waste (USW) and Energy Efficiency (EE) and the use of Renewable Energies (RE) based on the needs identified through three strategic axes 1) capacity building and good governance: training programmes are foreseen for enhancing the skills and capacity of decision-makers and technical staff in municipalities to increase the efficiency of urban programming, planning and management and to ensure better delivery of the most polluting public utilities such as waste management and energy consumption; and the elaboration of thematic Action Plans for waste treatment and reduction of energy consumption and costs. 2) Civil Society Involvement: included training programmes and awareness-raising campaigns of local Civil Society Organisations (CSOs), schools and general public to ensure greater dissemination of practices, tools and technologies related to waste management and energy use. This, on the one hand, strengthens the necessary link between the population and local institutions in the successful implementation of measures aimed at sustainable urban development and, on the other hand, fuels a multiplier effect on the impact of benefits in the adoption of climate change adaptation measures. 3) Adoption of innovative solutions and technological models: promoted interventions aimed at the adoption of low-carbon technologies related to energy efficiency and the use of renewable energies such as smart LED public lighting with motion detection, solar panels to power public spaces and buildings and the use of sustainable measures related to USW management such as municipal and school composting systems and pilot solutions of door-to-door separate collection. 3) Exchange of know-how and public-private networking: tools will be provided for the exchange of good practices and know-how and for the creation of networks between Italy and Tunisia to facilitate the exchange of expertise and multi-stakeholder synergies and between public and private actors on public environmental and energy management. The multi-stakeholder and integrated approach involves partnerships composed by institutional and technical partners and civil society representatives with strong expertise in sustainable urban management and environmental protection issues. In Tunisia: -Municipality of Nabeul, Municipality of Sousse and Akuda (Local Authorities) -Sousse Propre and ETE+ (major CSOs active in the field of environmental protection and mobilization); - Centre de Recherche et des Technologie de l'Énergie (CRTEn) (Research Centre); In Italy: -Municipalities of Alcamo and Calatafimi Segesta (Local Authorities) -ICU - Institute for University Cooperation (ICU) (NGO well rooted in Tunisia) -SARCO srl (a for-profit organisation - Environmental Services, Waste Collection) Thanks to the structure and involvement of multi-actor partnerships and public-private ones , the provision of tools for strengthening the methodologies and management capacities of the municipalities and the competences of the local CSOs, and the creation of networks for lasting exchanges between Italian and Tunisian local authorities, not only a strong ownership of the local partners concerning the success of the project is ensured, but also a sustainability of the project activities beyond the end of the Initiative.
