Description

The project foresees a €10 million contribution to the “Ukraine Energy Support Fund,” established in 2022 by the Ministry of Energy of Ukraine and the European Commission, and managed by the Energy Community Secretariat—an international organisation of which both Ukraine and the European Union are members. The Fund enables donors to provide financial support to the Ukrainian energy sector to repair the damage caused by Russian attacks on critical infrastructure and to ensure the continuity of electricity, gas and heat supply throughout the country. The Italian contribution will finance urgent equipment, materials and services, such as transformers, gas turbines, cables, network components and protective structures for power facilities, as well as related transport and installation works. The initiative addresses the priorities of the “Ukraine Plan 2024–2027” on the protection and repair of energy infrastructure, contributing to national energy security and to the resilience of essential public services for the population. The project will be implemented through a multilateral fiduciary mechanism combining the prioritisation of needs by the Ukrainian government with transparent financial management by the Energy Community Secretariat and independent procurement conducted by a specialised technical agent. The initiative contributes to Sustainable Development Goal 7—ensuring access to affordable, reliable and sustainable energy for all—and, where feasible, promotes renewable and decentralised energy solutions.
