STAR 2 ' Consolidation of the Territorial and Administrative Reform. STAR2 project is developed in continuity of the results of its predecessor STAR as well as in complementarity with the assistance of various partners for strengthening the institutional and administrative capacities at local level. In full account of these considerations, STAR2 project will have a national coverage and benefit all 61 LGUs, with an assistance designed to unfold along three main components:
(1) Strengthening institutional and administrative capacities of LGUs;
(2) Improving service delivery at LGUs level; and
(3) Increasing good governance through citizen oriented and meaningful participatory decision-making.
During the second year the project was able to:
I. Organize a series of certified training activities for employees of local public administrations on issues of integrity, anti-corruption, management of local public finances, transparency, etc .;
II. Create and apply a single software for the management of services to citizens in the 61 Albanian municipalities;
III. Digitize most of the paper archives of the 61 Albanian municipalities
The project is actually in the last year of implementation preparing the roll-out phase in all its components.
