Il paese di intervento è l’Albania, regioni, provincie e comuni di Alessio, Durazzo e Scutari. L’Obiettivo Generale dell’azione è promuovere la piena e produttiva occupazione e un lavoro dignitoso per i giovani in Albania, in linea con l’OSS 8, ed in particolare con i target 8.5 e Allegato 2_Modello Documento Unico di Progetto_DUP_Bando Promossi 2023 6 8.6. Tutte le attività del progetto sono concepite per contribuire ad accrescere le opportunità di impiego con un approccio inclusivo rivolto a giovani di età compresa tra i 15 e i 29 anni. L’obiettivo specifico del progetto è “aumentare le opportunità professionalizzanti e di impiego per i giovani (15-29) di Alessio, Durazzo e Scutari” e risponde direttamente al bisogno di formazione professionale come mezzo per aumentare le opportunità di impiego, proponendosi di agire sul disallineamento tra le competenze possedute dai lavoratori e le reali necessità delle imprese locali e del settore pubblico. L’Obiettivo specifico sarà conseguito operando su tre livelli interconnessi 1) promuovere un contesto abilitante e rafforzare il sistema di Istruzione e Formazione Professionale- IeFP, 2) promuovere corsi di formazione interessanti e rilevanti per il mercato del lavoro, 3) promuovere opportunità di imprenditorialità per giovani. Per questo, l’intervento si propone 3 Risultati attesi, il primo: Migliorate la qualità della formazione professionale in 2 centri di IeFP e 6 scuole tecniche e le loro collaborazioni con attori pubblici e privati rilevanti ad Alessio, Durazzo e Scutari”; il secondo: “Adolescenti e giovani (15-29 anni) hanno acquisito le competenze necessarie per il loro successo personale e professionale e sono stati esposti al mondo del lavoro attraverso esperienze di tirocinio e di formazione professionale on the job.”; e il terzo: “Facilitato l’avvio di attività imprenditoriali per giovani qualificati (18-29 anni)”. Quest’ultimo affronterà le esigenze dei giovani in termini di competenze imprenditoriali e opportunità di sussistenza, fornendo competenze specifiche per incoraggiare lo spirito imprenditoriale e offrendo sostegno finanziario, coaching e mentoring per l’avvio di piccole imprese nella regione di appartenenza allineandosi con il target 8.3 dell’OSS 8 e si allinea anche e con l’OSS 4 ed in particolare con il target 4.4: “Entro il 2030, aumentare sostanzialmente il numero di giovani e adulti che abbiano le competenze necessarie, incluse le competenze tecniche e professionali, per l’occupazione, un lavoro dignitoso e per l’imprenditorialità”. Le tre regioni target di progetto hanno profili economici diversi, ma in tutte il settore del turismo offre potenziale per una crescita importante e necessita di lavoratori qualificati, così come le competenze TIC (Tecnologie dell’Informazione e Comunicazione) applicate a vari settori. Per questo motivo, l’intervento mirerà a migliorare l’offerta formativa collegata a questo settore e a queste competenze. Inoltre, Educazione finanziaria, formazione sulle life skills e sulle green skills sono proposte trasversalmente sia ai giovani che frequentano le scuole e i centri IeFP, sia ai giovani NEET e/o in cerca di lavoro. Le green skills favoriranno una maggiore consapevolezza sulla gestione responsabile dell’ambiente e sulla necessità di preparare i giovani a sfruttare le opportunità create dalla green economy. L’intervento promuove la tutela dei minori e dei gruppi vulnerabili; l'uguaglianza di genere e l'empowerment femminile; l’inclusione e la partecipazione delle persone con disabilità. |

The country of intervention is Albania, regions, provinces and municipalities of Lezha, Durres and Shkodra. The Overall Objective of the action is to promote full and productive employment and decent work for young people in Albania, in line with the SDG 8 and with targets Allegato 2_Modello Documento Unico di Progetto_DUP_Bando Promossi 2023 7 8.5 and 8.6. All project activities are designed to help increase employment opportunities with an inclusive approach for young people aged between 15 and 29. The specific objective of the project is "to increase professional and employment opportunities for young people (15-29) from Lezha, Durres and Shkodra" and it directly responds to the need for professional training as a mean to increase employment opportunities, aiming to act on the mismatch between the skills possessed by workers and the real needs of local businesses and the public sector. The specific Objective will be achieved by operating on three interconnected levels 1) promoting an enabling context and strengthening the Vocational Education and Training system - VET, 2) promoting interesting and relevant training courses for the labor market, 3) promoting entrepreneurship opportunities for young people. For this reason, the intervention has 3 expected results, the first: "Improved quality of education and professional training in 2 VET centers and 6 VET schools and enhanced collaborations between relevant public and private actors in Lezha, Durres and Shkodra ”, the second: “Adolescents and young people (15-29 years) have acquired the skills necessary for their personal and professional success and have been exposed to concrete work experiences through internships and on the job professional training”, the third: “Facilitating the start-up of entrepreneurial activities for qualified young people (18-29 years)”. The latter will address the needs of young people in terms of entrepreneurial skills and livelihood opportunities, providing specific skills to encourage entrepreneurship and offering financial support, coaching and mentoring for starting small businesses in the region, in line with target 8.3 of SDG 8. Moreover, it also aligns with SDG 4, with target 4.4: “By 2030, substantially increase the number of youth and adults who have relevant skills, including technical and vocational skills, for employment, decent jobs and entrepreneurship”. The project target regions have different economic profiles, but in all of them, the tourism sector offers potential for significant growth and requires skilled workers, as well as ICT Information and Communication Technologies skills applied to various sectors. For this reason, the intervention will propose to improve the training offer linked to this sector and skills. Furthermore, financial education, training on life skills and green skills are offered across the board both to young people who attend schools and VET centers and to NEET and/or young jobseekers. Green skills will promote greater awareness of the need for a sustainable management of the environment and equipping young people to take advantage of green economy’s opportunities. The intervention promotes the protection of minors and vulnerable groups, gender equality and female empowerment, the inclusion and participation of people with disabilities. |
