| vocab:Description | Il contributo italiano 2021 al CICR – Afghanistan mira a sostenere le sue attività di assistenza, protezione, prevenzione e cooperazione nel Paese, in particolare: - Sostenendo azioni volte a garantire l'accettazione, da parte di tutte le parti nel conflitto, e di membri influenti della società, per le attività umanitarie neutrali, imparziali e indipendenti della Società della Mezzaluna Rossa afghana e del CICR, per un accesso sicuro e senza restrizioni alle persone vulnerabili. - Favorendo attività volte a sollevare la questione delle vittime civili, con le parti in conflitto e esortarle a porre fine agli abusi contro i civili, in ottemperanza degli obblighi ai sensi dell’ International Humanitarian Law (IHL), di proteggere le persone che non partecipano, o non partecipano più, alle ostilità, comprese quelle che cercano o forniscono assistenza medica, garantire una corretta gestione dei resti umani; aiutare le vittime di violazioni dell’HDL a soddisfare i loro bisogni immediati. - Garantire il sostegno della Società Nazionale per rafforzare le sue capacità e lavorare con esso, e altri Partner e attori umanitari, per garantire una risposta ben coordinata ai bisogni umanitari in Afghanistan. Rafforzare la capacità delle strutture sanitarie e del personale di fornire in modo sostenibile un'assistenza sanitaria di buona qualità, compresa la riabilitazione fisica per le persone con disabilità. - Aiutare le autorità carcerarie a garantire che le cure e le condizioni di vita dei detenuti, in particolare il loro l’accesso all'assistenza sanitaria, soddisfino gli standard riconosciuti a livello internazionale. - Il contributo sosterrà inoltre le attività del CICR a mitigazione degli effetti immediati della pandemia da COVID-19 e ad affrontarne l'impatto sulle comunità. |
| vocab:Description_en | The 2021 Italian contribution to the ICRC – Afghanistan aims to support its assistance, protection, prevention and cooperation activities in the Country, in particular: by supporting actions aimed at ensuring acceptance, by all parties in the conflict, and influential members of society, for the neutral, impartial and independent humanitarian activities of the Afghan Red Crescent Society and the ICRC, for secure and unrestricted access to vulnerable people. Encouraging activities aimed at raising the issue of civilian casualties, with the parties to the conflict and urging them to end abuses against civilians, in compliance with their obligations under the International Humanitarian Law, to protect persons who do not participate, or no longer participate in, hostilities, including those seeking, or providing medical assistance. Ensure proper management of human remains. Help victims of IHL violations meet their immediate needs. Ensure the support of the National Society to strengthen its capacities and work with it, and other Partners and humanitarian actors, to ensure a well-coordinated response to humanitarian needs in Afghanistan. Strengthen the capacity of health facilities and staff to sustainably provide good quality healthcare, including physical rehabilitation for people with disabilities. Help prison authorities to ensure that the care and living conditions of prisoners, in particular access to health care, meet internationally recognized standards. The contribution will also support the ICRC's activities to mitigate the immediate effects of the COVID-19 pandemic and address its impact on communities. |
