It represents the principal instrument of on-budget support for the government of Afghanistan and it receives contributions from 34 donors. All funds are channelled through the Ministry of Finance of Afghanistan and the line Ministries that are responsible for the implementation of the projects. ARTF allocations are made through two 'windows': the Recurrent Cost Window and the Investment Window. The Recurrent Cost Window reimburses the Government for a certain portion of eligible and non-security related operating expenditure every year. The Investment Window provides grant financing for national development programs. |
